Under the overall guidance of the Chief of Mission (COM), and direct supervision of the Health Programme Coordinator, the incumbent will be responsible and accountable for managing the implementation of IOM’s health assistance activities, particularly the Tuberculosis (TB) project funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria in Lebanon.
The incumbent is expected to carry out his/ her duties in accordance with the strictest ethical standards, building and maintaining partnerships with Government, international organizations and non-governmental agencies, and with due respect for gender and socio-cultural sensitivities.
In particular, he /she will:
Directly contribute to the overall management, administration and implementation of health related activities, particularly within the framework of the project “Enhancing Tuberculosis (TB) Prevention, Diagnosis and Treatment for Syrian Refugees and Other Vulnerable Populations Affected by the Syrian Crisis in Lebanon” funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria’s Emergency Fund Mechanism.
Represent IOM at government-led and Health Cluster/Sector meetings and other relevant meetings, and liaise and coordinate with national and international health and humanitarian assistance authorities, agencies and organizations regarding strategic planning of health/TB related activities. Key counterparts include the Ministry of Public Health (MOPH), WHO, UNHCR, health sector partner agencies, and other stakeholders.
Serve as a focal point for IOM with the Ministry of Public Health and National Tuberculosis Programme (NTP) TB Control Centers; undertake responsibilities related to health coordination and information sharing on the TB project at central and field levels.
Contribute to project planning, including development, implementation and monitoring of work plans, timelines, budgets, project milestones and deliverables.
Contribute to monitoring and analysis of the TB project’s progress, specifically aiming to increase effectiveness, take appropriate actions, and assist in the development of monitoring and evaluation procedures.
Lead on-going health needs assessments and monitoring activities in all governorates of Lebanon, particularly in areas with high density populations of Lebanese returnees and Syrian refugees, and advise on potential gaps and actions from the public health perspective.
Coordinate resource, equipment and information management.
Supervise the proper usage of the TB health information system developed by IOM and help in data collection, aggregation and analysis. This also includes preparing monthly, quarterly, semi-annual and yearly TB reports in coordination with NTP
Provide input for developing new project ideas, provide technical updates on all health (TB) related activities, and document/disseminate best practice materials in coordination with other IOM programme units (Shelter, NFIs, Psychosocial support, Operations/Logistics, etc).
Draft project proposals in collaboration with government counterparts and implementing partners.
Collaborate with the design, validation and distribution plans of health promotion materials, in coordination with the National TB program (NTP).
Ensure effective data capture for monitoring the project´s progress, maintaining the confidentiality of the data collected at all times, and based on available information, monitor and analyze health projects’ process, specifically with the aim of increasing effectiveness and recommending actions as appropriate.
Contribute to regular reporting on project achievements, problems encountered, pertinent developments and strategic needs.
Conduct project evaluations using the CDC - TB evaluation tool and/or other relevant tools under the direct supervision of the Health Programme Coordinator.
Provide trainings for MOPH/NTP staff on health data management and other topics as required
Coordinate nationwide screening campaigns for active tuberculosis in close collaboration with NTP.
Perform any related duties that may be assigned by supervisor.

Experience and qualifications:
• At least 2 years of professional work experience in health, development, and/or human rights, including experience in the public health sector in Lebanon.
• Substantial experience in working with intergovernmental organizations and/or UN agencies.
• Knowledge of the basic principles of International Public Health and Migration Health.
• Knowledge of governmental health strategies, guidelines, and programming processes is desirable.
• Public health research experience, including development of survey instruments, data gathering, analysis and report writing is desired.
• Demonstrated understanding of the humanitarian system through work experience and/or studies is an advantage.
• Proficiency in Office applications, including Word and Excel, internet explorer and basic knowledge of SPSS.
