National Psychosocial Officer

In the frame of the activities of the project “Psychosocial Support to Crisis Affected, Displaced and Migrant Youth and their Families in Syria and Neighboring Countries (Phase 2): - Lebanon Component”, under the overall supervision of the Head of the IOM Mission in Lebanon and the head of the Mental Health, Psychosocial Response and Intercultural Communication Section (Global), and in coordination with the Emergency Response and Stabilization Coordinator, the direct supervision of the Psychosocial Program Manager, the successful candidate will be responsible for assisting in the overall management of the Psychosocial project activities: Assist in monitoring and overseeing the overall implementation of the project in a timely manner and be responsible for the financial and administrative oversight of the project including but not limited to supervision of all psychosocial staff/consultants and budget monitoring. In particular: Assist in coordinating the establishment of recreational and counselling center for families in South of Lebanon including: a) liaise and coordinate closely with national authorities at the central and regional level (South); b) participate in assessment of location, c) assist in coordination of rehabilitation work, d) develop MOUs with partners e) participate in the recruitment and  training of center director and center psychosocial staff f) develop Mental health and psychosocial support (MHPSS) activity work plan, in coordination with the supervisor and the center coordinator f) develop reporting mechanisms. Provide technical oversight on the activities of the psychosocial mobile teams and local NGOs supported by the program in Lebanon.  Assist in monitoring the activities of Dari recreational and counselling center for families and outreach activities in Bekaa. Coordinate the publication of a volume on the links between MHPSS and dialogue in the context of Syria, based on the theses of 2 editions of the IOM-LU Masters in PSS and Dialogue. This includes outlining and choosing the theses whose content is relevant for the publication; coordinate translation, coordinating with the Scuola Sant’Anna in Pisa, the Lebanese University and the Head of the IOM MHPSS Section in Cairo and attend at all practical aspects of the actual printing, launch and dissemination.   Maintain strong relationship and ongoing exchange of information with national institutional, professional and academic counterparts. Assist in donor liaison and reporting.  Organize training modules and liaison with IOM international expert network, and national professionals and academics.   Ensure monthly reporting of all MHPSS activities, identify programmatic shortcoming and areas of expansion. Support needs identification and relevant project development on the field of MHPSS displacement and migration in Lebanon.  Represent IOM in MHPSS coordination meetings, Child Protection Working Group meetings and subgroups at the Ministry of Health (MoH), Ministry of Education (MoE), and others. In addition to supporting the established national and international coordination mechanisms in the Mental Heath and Psychosocial support (MHPSS) domain and representing IOM within those mechanisms. (MHPSS taskforce, PSS committee..)  Participate in the establishment of a monitoring and evaluation system, including field visits. Coordinate and synchronize with the other emergency sectors and design MHPSS activities that complement and support their humanitarian and stabilization goals. Perform such other duties as may be assigned.

Education and Experience
a) Graduate studies in psychosocial support in post emergency settings, (Executive Professional Masters in Psychosocial Support and Dialogue/ Psychosocial Animation in War-torn Societies or participated in IOM MHPSS trainings), Psychology, or Sociology.
b) At least 2 years of previous experiences in psychosocial support activities in emergencies.
