Senior Operations Assistant (Charter) Focal Point

Under the overall supervision of the Head of Office and direct supervision of the Senior Operations Officer, the successful candidate will be responsible and accountable for assisting in the coordination of Operations and Movements of IOM Beirut mission with a particular focus on mass movements on charters.   Oversee all charter movement departures from Beirut, including coordination and liaison with HEC/Geneva on timing and slots, donor and/or receiving mission. Act as Regional focal point and coordinator for charter movements to the UK, incl. from Jordan and Turkey, particularly multi-stop charters. Liaise and coordinate charter movements with airport and aviation authorities, as well as GSD at the airport to ensure smooth departures. Ensure timely preparation and submission of charter manifests to all parties concerned from all departure points, incl. Jordan, Iraq and Turkey for UK-bound charters. Ensure timely preparation and submission of charter manifests to all parties concerned for other destinations. Organize and supervise pre-departure arrangements at the embarkation point/staging area for charter movements, incl. bus transportation, meals, overnight accommodation, security, and additional support staff.  Supervise operations staff on various resettlement projects, perform quality control checks and ensure accuracy, timeliness and compliance with established movement management procedures and guidelines. Ensure compliance within the department with SOPs in relation to the IOM institutional applications and tools, incl. MiMOSA, iGATOR, Amadeus and HIT agreements. Liaise with airlines on block bookings and specific booking issues such as stretchers or medical cases. Liaise with UNHCR, Embassies, GSD and other counterparts on travel arrangements, travel documents and exit procedures for the purpose of resettlement or other migrant movements. Prepare budgets for ad hoc group booking requests as applicable, in coordination with the Operations Officer and Resource management. Coordinate daily activities, ground movements and other movement related issues with the airport team, field offices and other IOM departments, incl. MHD and CO, and ensure refugees and other migrants are travel-ready, medically cleared and in possession of appropriate travel documents, visa and exit permits. Prepare and provide movement statistical reports. Train junior staff in charter and other movement management procedures and ensure staff are updated on program and movement management requirements and developments. Assign escorts to movements as required in coordination with the Operations Officer and maintain a roster accordingly. Prepare and train new escorts on requirements and duties.   Ensure and control proper file-keeping and archiving for movement files in compliance with guidelines and data protection instructions. Perform other duties as may be assigned.

a) Secondary school diploma with six years of relevant work experience or Bachelor’s degree from an accredited academic institution preferably in Political or Social Sciences, Law and/ or Business Administration with four years of relevant work experience;
b) Experience in air movement operations;
c) experience in working with governmental and diplomatic authorities as well as with international organizations;
d) experience in organizing mass movements and charter operations; in-depth knowledge of the IOM institutional applications and tools, incl. AMADEUS, MIMOSA and iGator;
e) in-depth knowledge of resettlement operations and programs;
f) proven ability to supervise, train and direct staff and manage large operations;
g) accuracy in handling and reporting data;
h) works effectively in high-pressure, rapidly changing environments.
