International Organization for Migration (IOM) is implementing an 18-month regional project to protect and assist exploited migrant workers in Middle East and North Africa. The project aims to promote the human rights of migrants in Egypt, Iraq, Jordan, Kingdom of Saudi Arabia, Lebanon, and Syria to protect against exploitation, exclusion, discrimination and xenophobic treatment; and supporting at the same time the fight against trafficking and smuggling of human beings in the region. To this end, this project intends to adopt a multi-faceted and encompassing approach to ensure that decision-makers, government officials, and other related institutions and public authorities in the target countries including civil society organizations and academia are duly capacitated to better and protect migrants against exploitation and exclusion. At the same time, the project will assist the most vulnerable migrant workers through the provision of direct assistance, targeted direct awareness raising and the strengthening of civil society structures. The knowledge gained within this project will therefore take action with the intended result of enhancing the capacities of governments and civil society actors in Egypt, Iraq, Jordan, Kingdom of Saudi Arabia, Lebanon, and Syria to apply international human rights standards to better protect migrant workers; with the intersecting specific objective to reduce the incidence of xenophobia towards, exclusion of, and discrimination against migrant workers achieved through awareness raising activities.
OBJECTIVES
The overall objective of the project is to contribute to the protection of migrant workers in the Middle East and North Africa. Specifically, it is aimed to:
To enhance the capacities of governments and civil society actors in Egypt, Iraq, Jordan, Kingdom of Saudi Arabia, Lebanon, and Syria to apply international human rights standards to better protect migrant workers;
To assist the most vulnerable migrant workers;
To empower migrant workers with a better appreciation of their rights;
To reduce the incidence of xenophobia towards, exclusion of, and discrimination against migrant workers.
ACTIVITIES
Facilitation of a total 2 policy dialogues
Undertaking of 6 regional workshops on international human rights standards,
Monitoring, labor exploitation and human trafficking, and assistance models targeted at government officials
One study tour to the European Union to share knowledge and foster cooperation in the field of migrants’ rights protection
Producing a research report on assisted migrant workers
Providing direct assistance to approximately 150 exploited migrant workers identified as highly vulnerable, with a specific focus on female domestic workers
Conducting outreach activities (e.g. through diasporas) to inform migrant workers of their rights
Conducting awareness raising on the exploitative conditions faced by migrant worker
Reporting directly to the Regional Project Manager and under the direct supervision of the Chief of Mission in Beirut, and in close coordination with the Regional Office in Cairo the consultant will be responsible for assisting IOM in the implementation of national-based and regional-based awareness raising campaign on trafficking and exploitation of migrant workers within the EU funded ‘Project to Protect and Assist Vulnerable and Exploited Migrant Workers in the Middle East’ (‘PAVE’).
The consultant will be responsible in developing and implementing social media strategy for raising the awareness of the public to protect migrant workers against exploitation, trafficking, xenophobic, and discrimination treatment, within EU-funded project on Action to Protect and Assist Vulnerable and Exploited Migrant Workers in the Middle East and North Africa (PAVE). Specific tasks shall be performed within deliverable outputs below.
Output I: To develop media strategy for IOM
- Conduct the analysis on the awareness raising’s needs this includes conducting desk review on situation of migrant workers in targeted countries, stakeholders mapping to assess potential approaches for awareness raising
- Conduct cost-benefit analysis to assess possible platforms to use for campaign.
- Conduct focus group discussions with stakeholders, beneficiaries in order to use the most appropriate, culturally sensitive materials.
Output II: Implementation of the media strategy
- Coordinate with staff at IOM missions, government officials as well as NGOs in targeted countries to discuss and promote contents.
- Promote IOM’s info campaign materials through social media this includes boosting Facebook page to targeted audience.
- Develop press release to most important newspapers in PAVE countries, with links to social media (and the link to a campaign video).
- Create campaign tools for use in social media platforms.
- Maintain public interaction using content development including engaging activists and youths as well as media practitioners in helping PAVE campaign by holding workshops, events, university and/or school awareness campaigns, all to be documented on social media.
- Maintain all tools with PAVE-related updates and news related to migrant workers in PAVE countries
- Keep up with the visual identity
- Create interactive infographics
Output III: Evaluation
- Evaluate the effectiveness of campaign materials by providing IOM with readable charts, briefs, etc.
- Produce monthly report for IOM
- Attend weekly coordination meeting with IOM
