Context:
Under the overall supervision of the Livelihoods and Stabilization Program Manager and direct supervision of the National Program Officer (Emergency, Recovery and Resilience Unit), the incumbent will be responsible for the following activities:
Core Functions / Responsibilities:
1. Perform timely collection and entry of quality and accurate data into various databases on the Information Management System (IMS) daily.
2. Assist in identifying mistakes in the information collected and system management, report, and suggest proper action.
3. Support in the training and day-to-day coaching of junior staff involved in data entry and data processing, while verifying compliance to standards of quality and timely information sharing. Provide user support and system training to the staff on ODK or any other data collection.
4. Support, maintain and provide general assistance for the development of web applications based on programme requests.
5. Do performance test and find suitable solutions.
6. Organize and participate in coordination meetings with thematic leads on improvement plans.
7. Coordinate the maintenance of the digital data filing system (local and cloud based) and suggest improvement.
8. Liaise with Global ICT on conducting system amendments to promote using the Microsoft azure best practices
9. Provide general support for the development & extension fo the existing IMS framework functionalities.
10. Support the coordination of Kobo/ODK form versioning and distribution.
11. Prepare surveys and data forms on IMS System using the CType form management tool and writing custom code.
12. Update the system location dataset in coordination with field teams and cross checking with other existing datasets
13. Develop reporting tools to support programme needs that includes writing complex SQL queries, stored procedures, functions, common table expression (CTE).
14. Direct support the deployment and maintenance of the IMS system for other missions including data structure design and data migration.
15. Perform such other duties as may be required.
Required Qualifications and Experience:
Education:
University degree in in Information Technology, Computer Science, or a related field from an accredited academic institution with three years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience:
- Experience in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy.
- Ability to meet deadlines and work under pressure.
- Good level of computer literacy.
- Personal commitment, efficiency, flexibility, drives for results.
- Excellent communication and negotiation skills.
- Ability to present clear and concise information.
- Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
Skills:
Excellent knowledge of PHP Programming Language.
- Excellent knowledge of Microsoft SQL Server and MySQL.
- Strong OOP knowledge & experience is essential.
- Strong MVC knowledge & experience is essential.
- Strong JavaScript/jQuery/CSS knowledge & experience is essential.
- Knowledge in Source Control and DevOps is essential.
- Proven track record in Software Development.
- Excellent knowledge in designing form using ODK Aggregate or KOBO Toolbox.
- Excellent writing skills and experience with creating design documents, specifications, and test plans.
- Results orientated with good communication and interpersonal skills.
- Excellent knowledge in writing documentation.
Languages:
For this position, fluency in English and Arabic is required (oral and written). Desirable working knowledge of French.
