Lebanon is currently grappling with a multifaceted crisis driven by political instability, economic collapse, and the spillover effects of regional conflicts. The recent escalation of military operations in the Lebanon has led to a significant wave of displacement toward Saida, Beirut, Mount Lebanon, and the North, resulting in urgent humanitarian needs. Many of the displaced have sought refuge in schools that have been repurposed as collective sites with more than 1,000 collective sites opened accommodating over 41,740 households (189,088 individuals), with numbers expected to rise as registration continues and secondary displacements occur.
To address the rising displacements and the need for services and protection for populations both inside and outside of collectives sites, the Site Management and Coordination Sector was activated as a standalone sector at the end of September 2024. It operates under the leadership of MoSA, co-led by UNHCR and co-coordinated by IOM, to enhance the coordination of the integrated multi-sectoral response at the site, regional, and national levels. With that in mind, the sector is aiming to strengthen its Information Management capacity to improve the quality of data collection and analysis by recruiting a Senior Information Management Associate.
Under the overall supervision of the Site Management and Coordination Sector Coordinator in Lebanon and direct supervision of the Site Management and Coordination Sector Information Management Officer; and, in collaboration with relevant mission units, the Senior Information Management Associate will be responsible for supporting information management thematic responsibilities related to the overall function of the Lebanon Site Management and Coordination Sector.
Responsibilities
- Provide inputs for the development and management of data systems relevant to the Sector.
- Collect, analyse and present data relevant to the Sector.
- Monitor the provision of timely, consistent, and compatible data and information from Sector partners on site management, coordination and monitoring activities for operational analysis and decision-making.
- Act as the focal point for data quality control, queries, feedback to partners for all data gathered by the Sector.
- Assist in organizing workshops and trainings; prepare training materials and participate in delivering capacity building training on Sector tools.
- Support with the mapping, testing and contextualization of Sector tools.
- Monitor the use of Sector tools for referrals, Complaints and Feedback, Service Mapping, Site Monitoring.
- Contribute to the development of repositories of information and tools according to the Sector’s pillars of response.
- Support adequate reporting and effective information sharing amongst all partners including Site Management and Coordination partners, other sector leads and Inter Sector Coordination group co-chairs (OCHA, UNHCR, UNDP, and RCO).
- Draft analytical products that show the Site Management Sectoral needs, gaps, presence, response and achievements.
- Verify that all data responsibility and security standards for the Sector and IOM are adhered to.
- Perform such other duties as may be assigned.
Qualifications
Education
- Bachelor’s degree in Information Technology, Data Statistics Geographic Sciences, Business, Public Administration, Humanitarian Affairs, Conflict Studies or a related field, from an accredited academic institution with minimum four years of relevant professional experience.

- High school diploma with minimum six years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Minimum of three years’ operational experience in a similar role, either as a cluster information management officer or data management officer for different international organizations (e.g. UN agencies, INGOs, Donors, IFRC or ICRC)
- Detailed knowledge of the UN System, and NGO humanitarian community.
- Knowledge of site management-related technical guidelines, standards, and indicators.
- Proven analytic skill and experience.
- Experience in web design and programming.

For this position, fluency in English and Arabic is required (oral and written).
