Context:
Under the overall supervision of the Head of Programmes, the direct supervision of the National Programme Officer (Migration Health) in Lebanon and in close collaboration with the Senior Technical Officer MER PMU in Jordan (Global Fund Middle East Response MER), the incumbent will be responsible and accountable for TB/HIV grant coordination, technical support and close collaboration with Community Based Organizations, Governmental counterparts and other relevant partners.
Core Functions/Responsibilities:
1. Coordinate and monitor the operational, administrative, and financial aspects of the project Middle East Response in accordance with IOM policies and practices as well as donor’s requirements.
2. Liaise and coordinate with the Ministry of Public Health, National Tuberculosis Control Program (NTP), National AIDS Control Program (NAP), partners and stakeholders to support the implementation of health projects, mainly the Middle East Response. Also engage with different MoPH facilities to enhance referral mechanism.
3. Provide support and guidance to the field team; make sure that the SOPs are implemented and provide solutions to the challenges facing the team in coordination with the National Program Officer.
4. Monitor, coordinate and provide oversight to local NGOs/CBOs. Support outreach, health education, active TB screening, differentiated HIV testing, care and treatment services as per the approved workplan of the MER.
5. Keep the supervisor informed on the status of project implementation; identify gaps and suggest actions to improve implementation.
6. Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures.
7. Participate in the implementation of Lebanon TB and HIV National Strategic Plans and clinical guidelines. Work closely with WHO, NAP and NTP.
8. Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, fact sheets, summaries, press releases and other relevant materials.
9. Coordinate timely preparation, submission to PMU, and dissemination of project reports related to TB and HIV in accordance with IOM guidelines and donor requirements.
10. Contribute to the planning, development, organization and delivery of capacity building activities for IOM staff, government and civil society partners, implementing partners and communities related to TB, HIV and other public health topics.
11. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums as required by their work in the TB/HIV field.
12. Contribute to the preparation of project proposals related to TB & HIV and a diverse range of communication products, concept notes and other planning and strategic documents.
13. Coordinate with the National TB and HIV Program and the PMU to monitor stocks and initiate timely requestion for procurement according to the program needs and in alignment with the donor-approved budgets. Support in submission of quarterly stock reports to the PMU and share key issues or observations to ensure uninterrupted availability of related medicines, diagnostics, and other supplies.
14. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
15. Perform other related duties as required.
Required Qualifications and Experience:
Education:
- Bachelor’s degree in health-related field from an accredited academic institution with two years of relevant professional experience, or
- Master’s degree in the above-mentioned fields is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience:
- Experience in liaising with Governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Prior work experience in the TB/HIV and specifically with Global fund grants is a requirement.

Languages:
