The ECD Specialist will support the integration of early childhood development activities within IOCC’s intervention for children with specific needs (PWSN) in Akkar and North Lebanon. Working closely with caregivers and children referred through case management, the ECD Specialist will implement developmentally appropriate play-based activities, train caregivers on responsive caregiving, and support improved communication with young children. The role also includes identifying early developmental concerns and supporting inclusive early childhood stimulation approaches. 

Responsibilities and Essential Functions

The ECD Specialist will play a key role in integrating early childhood development (ECD) support into IOCC’s protection intervention for children with specific needs (PWSN) in Akkar and North Lebanon. This includes designing and delivering inclusive, age-appropriate, and play-based activities for young children, while also equipping caregivers with skills to better understand and respond to their child’s developmental cues.

  • Implement early childhood development (ECD) services for children with specific needs referred through IOCC’s case management system.
  • Design and deliver age-appropriate, play-based, developmental activities for young children with communication, language, or motor delays.
  • Conduct sessions at the community level and in safe spaces.
  • Train and guide caregivers on recognizing verbal and non-verbal cues in their children and strengthening parent-child communication.
  • Promote responsive caregiving and inclusion through group and individual sessions.
  • Participate in the development of individualized support plans for children and provide input to the multidisciplinary team.
  • Contribute to the prevention and mitigation of protection risks, such as neglect or abuse, by building caregiver capacity.
  • Coordinate closely with case workers, the PSS officer, and the team to ensure consistency in support.
  • Participate in multidisciplinary team meetings and case discussions, refer and coordinate with case managers and other specialists.

Qualifications

Knowledge, Skills, and Abilities (KSA):

  • Language skills: Fluent in Arabic and good command of English (speaking, reading, writing).
  • Contextual awareness.
  • Knowledge of early childhood development and disability inclusion approaches.
  • Strong communication, facilitation, and interpersonal skills.
  • Ability to work closely with caregivers and vulnerable families.
  • Excellent knowledge of Protection principles and of PSEA.
  • Excellent communication skills, including active listening.
  • Experience:  
  • Minimum of 3 years’ experience working with young children and families.
  • Previous experience supporting children with developmental delays, disabilities, or learning difficulties preferred.
  • Experience in NGO or community-based settings is an advantage.
