International Orthodox Christian Charities (IOCC), headquartered in Baltimore, Maryland is the official humanitarian relief agency of the Assembly of Canonical Orthodox Bishops of the United States of America. Since its inception in 1992, IOCC has delivered $488 million in relief and development programs to families and communities in more than 50 countries. IOCC has been working in Lebanon since 2001, implementing community-driven programs that address a broad range of social issues from relief to community development to education.
IOCC seeks a full-time motivated Monitoring and Evaluation (M&E) Coordinator who will assist the programs team in the assessment, design, collection, and analysis of data from routine program monitoring to contribute to the evaluation of the impact of IOCC interventions. The M&E Coordinator will also assist in building the capacity of staff to collect, document, analyze, and disseminate data, and coordinate information management and reporting systems.
Primary responsibilities include but are not limited to:
Supports the development and implementation of a clear M&E plan for IOCC projects and programs reflecting quality, multi-sectoral approach covering humanitarian and development program aspects
Ensures that the different technical sectors of the Country Office are coordinated, integrated and support each other to optimize programs and projects outcomes.
Reviews M&E plan in grant applications particularly log frame indicators and means of verification.
Helps establish and maintain systems, databases and standards for regular assessment, monitoring, and evaluation of the program against its objectives and expected outputs.
Undertakes regular visits to the field to monitor project processes.
Establishes an M&E capacity building plan prepares and conducts trainings to staff on collecting and reporting data.
Supports IOCC country office and field staff in the collection and analysis of qualitative and quantitative data, as well as with reporting on findings from monitoring activities.
Develops and maintains an M&E tracking tool for M&E related activities (i.e. baselines, rapid assessments, evaluations, lessons learned and recommendations, and follow-ups on recommendations) demonstrating adherence to performance and accounting standards established by the donor and by IOCC.
Analyzes data and shares information with relevant staff on progress
Coordinates and shares lessons learned related to M&E practices with partners and field offices.
Reviews periodic and final reports with a particular focus on checking the quality and reliability of program data and analysis and ensures data is reported on a monthly basis on Activity Info.
Supervises the M&E support staff (e.g. data entry clerks, monitors…)
Ensures proper documentation and filing of all M&E data, reports and tools to support the findings and figures.
Attends Information Management working group meetings and other relevant meetings as requested by supervisor.
Performs other duties as necessary.
Qualified applicants will possess:
Fluency in reading/writing/speaking English is necessary
Substantive and broad knowledge of technical issues common to the international humanitarian and development community
Able to think and operate strategically and creatively
Strong skills and ability to effectively communicate concepts and actions in a clear and persuasive manner to senior leaders of the organization
Excellent knowledge of monitoring and evaluation methodologies (quantitative and qualitative data analysis and management)
Knowledge and experience with donor reporting requirements
Excellent social, interpersonal and intercultural skills
Knowledge and experience with proposal writing
Ability to build positive relationships with staff
Team work spirit
Organization skills
Capability to meet deadlines
At least 3 years of work experience in the field of monitoring and evaluation, including design and implementation of project and program monitoring and evaluation plans.
