I. Summary
The Regional Finance Manager reports to the IOCC Regional Director in the Middle East. S/He will provide overall follow up on the development, implementation and successful delivery of relief programs. S/He will also work on guiding staff in Lebanon, Jordan, Syria, and West Bank and Gaza to grow the IOCC operation in country, with special attention to the Syria crisis response.
II. General Responsibilities
Provide oversight in the production of monthly reports/schedules to the Home Office, including monthly funding requests, bank reconciliation statements, trial balance, and financial statements.
Provide oversight and analysis of financial information for the production of financial statements including monthly and annual records, as well as develop and maintain financial data base.
Ensure financial records are maintained in compliance with accepted accounting policies and procedures.
Ensure all financial reporting deadlines are met; ensure accurate and timely monthly, quarterly and year close, submitted to Home Office Accounting Headquarters and appropriate Legal Authorities.
Continuous management and support of budgets and forecast activities and oversight of production of financial management reports.
Establish and monitor the implementation and maintenance of accounting control procedures and resolve accounting discrepancies and irregularities.
Assist with the facilitation and preparation of internal and external audit reports and procedures required, and coordinate the audit process with preparing schedules or accounting reports as needed.
Ensure accurate and appropriate recording and analysis of revenues and expenses, as well as analyze and advise on business operations and financial commitments.
Monitor and support proper implementation of taxation issues, both domestic and international.
Establish, coordinate, and maintain effective accounting policies and internal controls with Home Office.
Provide accounting and technical support to project staff while assuring compliance with internal control, donor, regulations, and budget restrictions.
Contribute towards program planning by overseeing the development of budgets, and by overseeing and reviewing cost estimations.
M. Prepare all necessary returns and reports for income tax withheld and for any registration or permit renewals.
Help ensure that local recruitment and employment procedures are in accordance with ruling legislation of the respective country, and in keeping with budget parameters.
Oversee and review the proper vetting procedures of all vendors.
Coordinate financial matters with respective regional country financial staff through financial staff assistants who are based at the regional office.
Perform other duties as assigned.
III. Qualifications
Knowledge and Skills: Field level emergency response and managerial experience, possess strong organizational and critical thinking skills, experienced in managing multiple programs and large diverse teams, ability to be flexible and adaptable, understanding of local culture.
Competencies: a) Ability to build strong personal and organizational relationships with all internal and external staff and contacts; b) Tenacity in observing procedures, regulations, local laws and other requirements in implementing and maintaining IOCC programs; c) Ability to think strategically, analyzed issues, and make appropriate recommendations
Education: University degree desired in a related field; master’s degree preferred.
Experience: 5 years of related experience and/or training; or equivalent combination of education and experience
Certifications: None required.
