Regional & Monitoring And Evaluation Manager

I.                   Summary  The Regional Compliance & Monitoring and Evaluation Manager reports to the IOCC Regional Director in the Middle East. S/He will provide overall follow up on the development, implementation and successful delivery of relief programs. S/He will also work on guiding staff in Jordan to grow the IOCC operation in country especially to what relates to the Syria crisis response.  II.        General Responsibilities   Pre-proposal/Proposal: Review, advise and provide input regarding RFPs, RFAs, and other types of bid requests and proposal preparation with regards to regulatory, risk mitigation, or potential compliance issues. Reviews and advises regarding teaming agreements with partners Coordinate with the team working on new proposals and provides compliance and regulatory input on proposal budgets and budget notes, cost and pricing information, level of effort, indirect cost calculations and presentation Assist with due diligence and preparation of certain regulatory-specific component parts to proposal, such as representations and certifications Assist the Regional Director and respective country staff in the review and comment of prime awards Review grant agreements prior to being signed Provide guidance to portfolio team, including in-country staff, regarding agreement and donor requirements once an award is granted and throughout the life of award. Facilitate resolution of agreement-related issues and requirements with donor or sub-partner throughout life of award Assist in review and preparation, as needed, of other agreements, contracts, or purchase orders related to project implementation Facilitate processing of notices of new awards or award modifications and financial and other data related to awards Support award document management. Upon close-down of a project, assist in close-outs, including technical assistance and backstopping to country offices; assist with final disposition of property Contribute to periodic regulatory or other guidance/ briefing materials or presentations. Review the M&E plan in grant applications particularly logframe indicators and means of verification Help establish systems and standards for regular assessment, monitoring, and evaluation of the program against its objectives and expected outputs Help develop and maintain an M&E tracking tool for M&E related activities (i.e., baselines, rapid assessments, evaluations, lessons learned and recommendations, and follow-ups on recommendations) Establish an M&E capacity building plan Support IOCC and field staff in the collection and analysis of qualitative and quantitative data, as well as with reporting on findings from monitoring activities Undertake regular visits to the field to monitor project processes Coordinate and share lessons learned related to M&E practices with partner and field offices. Review interim and final reports with a particular focus on checking the quality and reliability of program data and analysis Audit procurement systems, pricing, and inventory on a monthly basis Monitor financial risk, reporting, and program budgets Coordinate with country representatives Perform other duties as necessary Monitoring & Evaluation: III.       Qualifications Knowledge and Skills:  Field level emergency response and managerial experience, possess strong organizational and critical thinking skills, experienced in managing multiple programs and large diverse teams, ability to be flexible and adaptable, understanding of local culture   Competencies: Ability to build strong personal and organizational relationships with all internal and external staff and contacts; tenacity in observing procedures, regulations, local laws and other requirements in implementing and maintaining IOCC programs; ability to think strategically, analyzed issues, and make appropriate recommendations   Education: University degree desired in a related field; master’s degree preferred.   Experience: 5 years of related experience and/or training; or equivalent combination of education and experience Certifications: None required.    Contacts/Key Relationships   Regional Director – to coordinate relief activities and program growth Relief Operations Manager – to coordinate relief activities and follow-up on implementation Regional Finance Manager – to coordinate finance matters
