Relief And Development Manager

International Orthodox Christian Charities (IOCC), headquartered in Baltimore, MD is the official humanitarian aid agency of the Assembly of Canonical Orthodox Bishops of the United States of America. Since its inception in 1992, IOCC has delivered $534 million in relief and development programs to families and communities in more than 50 countries. IOCC seeks a full time, highly experienced and motivated Relief and Development Manager who will be responsible for the strategic development of both Emergency and Development Programs in Lebanon. The Relief and Development Manager’s responsibilities include, but are not limited to: developing strategic plans for such programs with the Lebanon country office; writing concept papers and proposals to ensure funding for programs in line with the country strategy and operational plan; guide, advise and train project staff in implementing project activities including monitoring and evaluation.   Primary responsibilities and Essential Functions: Strategy Explore and lead the development of a country strategy for emergency relief response, development and capacity building. Generate ideas and develop relationships with donors, introducing and representing IOCC in sector meetings when applicable.  Program Development Develop project proposals closely with the Country Representative, Programs Manager, Sector Coordinators, Monitoring & Evaluation Coordinator, and other relevant staff that ensure harmonization across projects and sectors to produce cohesive, credible and coordinated programs according to IOCC, donor strategy and country assessments. Lead the development of Logframe and Gantt chart as part of the proposal development phase. Follow up with donors from proposal/concept note submission to approval. Identify and keep updated on funding opportunities, progress and submissions. Work closely with the Country Representative to ensure implementation of policies and procedures for programs. Liaise with finance team to ensure that budgets comply with IOCC and donor requirements.  Quality Assurance Contribute to delivering the highest level of program quality standards. Ensure all projects meet their stated goals and objectives, and implemented per the approved budget resources. Work closely with the M&E Coordinator to develop appropriate monitoring tools and later conduct monitoring of various projects based on donors’ requirements and IOCC strategic objectives and indicators. Oversee an updated list of current projects and pipeline projects to facilitate follow-up and tracking of various requirements and deadlines. Upon approval of any new project, develop with relevant program and M&E team members, a detailed work-plan to guide the project implementation. Provide technical support and capacity building to all programs based on assessment of need and specific project requirement to ensure the highest quality of program design and implementation. Reporting Oversee all project narrative reports (periodic and end of projects reports) respecting quality and timely submission internally to IOCC and later to donors. Prepare an annual program report based on IOCC guidelines. Perform other duties as required or assigned.   Qualified applicants will possess: Knowledge, Skills and Abilities: Experience in developing technical and cost proposals, preferably with international, UN, and US government donors; knowledge in one or more of: public health, health or hygiene  promotion,  community development,  education  or  community  water  supply  and  sanitation; ability  to  manage  programs  a  team  composed  of  technical,  sectoral,  and  project  managers;  skills in financial management, administration, information management and telecommunication; knowledge of Middle Eastern political and social contexts; strong organizational and time management skills with an ability to coordinate activities with other agencies while  building  and  maintaining  positive  working relationships; excellent communication and presentation skills (listening, writing and oral) at all levels.   Competencies:    Dynamic  personality  with  a  demonstrated  ability  to  achieve  results  in  a  demanding, pressured and fast-paced environment; confidence and leadership ability to support and train local and international  staff;  team  player  mentality  with  interpersonal  skills  and  commitment  to  motivating  and leading others towards productivity;  proficiency in computer skills  and experience in  Microsoft Office; capacity and willingness to travel to the field; practical and quick reasoning and problem-solving skills. Languages.  Arabic language skills; English fluency; French is a plus.
