Science Lab And Ict Procurement Manager

The Science Lab and ICT Procurement Manager is responsible for coordinating all IOCC/D-RASATI activities with both EDC Chief of Party and the other D-RASATI partners.  She/he will also be responsible for ensuring that IOCC project activities meet all expected targets as agreed upon jointly by EDC and IOCC.  He/She will be an integral member of D-RASATI project team and will be based in EDC D-RASATI office in Beirut. Due to the specific role that this staff member will be playing, daily interaction with the EDC Chief of Party is required and day-to-day work will be coordinated with the Chief of Party.   Essential functions include [but are not limited to]: -         Represents IOCC within the D-RASATI program team and reports to the IOCC Regional Director on all issues that may be of concern with regards to the IOCC role among the team of implementing partners. -         Participates in developing implementation strategies and plans of operations. The Procurement Officer will be coordinating extensively with the CHF Representative on the D-RASATI team who will be responsible for the implementation of the School Rehabilitation and equipping component of the program. -         Reports on IOCC activities and performance to D-RRASATI Chief of Party. Extensive knowledge of the progress of IOCC work is required through direct and probably daily interaction with IOCC Rehabilitation Coordinator who will be based in IOCC office in Beirut. -         Oversees the US and the in-country procurement activities and ensures compliance with USAID rules and regulations. -         Coordinates with IOCC procurement officers, based in IOCC headquarters in Baltimore, on all aspects of procurement from the U.S. -         Prepares for the receipt of shipments and works with the Lebanese port authorities to ensure compliance with Lebanese customs clearance rules and regulations. -         Follows up on the import of all shipments to save guard proper receipt according to orders placed. -         Coordinates with IOCC staff in charge of warehousing and transportation and facilitates the delivery of all equipment and materials procured under D-RASATI project to beneficiary schools as per D-RASATI prepared lists of distribution. -         Participates in meetings at IOCC office as required and agreed by the EDC Chief of Party and IOCC Regional Director. -         Undertakes other program related activities as needed in relation to the responsibilities that are required to fulfill this job.    Qualifications and Requirements:  -         Knowledge and Skills: Managerial and supervisory skills; basic computer skills; regulations of Donor Agencies; inter-personal communication skills; advanced written communication.   -         Competencies: Ability to build strong personal and organizational relationships with all internal and external staff and contacts; tenacity in observing procedures, regulations, local laws and other requirements in implementing and maintaining IOCC programs; ability to think strategically, analyze issues, and make appropriate recommendations. -         Education: College degree with a major in business, international development, or a related field; master’s degree preferred. -         Experience: A minimum of five years’ experience working in international development.
