International Relief and Development, Inc. (IRD) is an international charitable, non-for-profit, non-governmental organization that collaborates with local and international partners to design and implement humanitarian relief and development aid programs. IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency. IRD was founded in 1998 and has grown over the past decade into an organization that is operating in more than 30 countries in Africa, Asia, Eastern Europe, Latin America and the Middle East.   IRD has been present in Lebanon since 2006, and the first activities included assistance to poor rural households in southern Lebanon adversely affected by the July War. Today, IRD implements projects funded by BPRM and UNHCR bringing benefits to Syrian and Iraqi refugees, as well as Lebanese host communities. IRD has three offices in Lebanon: Beirut, Tripoli and Akkar.   In April 2014, IRD launched a project in partnership with UNHCR aimed at reinforcing the EU’s objective in Lebanon of strengthening the state institutions’ credibility through an improved delivery of basic health services to the most vulnerable population. The project is further designed as a support for conflict reduction through improving health services within the context of the Syrian crisis in Lebanon. The project is implemented in the partnership with the Ministry of Public Health, WHO and UNICEF. The project has the following components:   Recruitment of additional health staff in the public hospitals throughout Lebanon in coordination with the Ministry of Public Health and UNHCR; Rehabilitation of the hospitals and laboratories including small-scale infrastructure works, as well as provision of necessary medical equipment by WHO; Procurement and transportation of medical and other assets to the health centers.   Main Responsibilities   Under the supervision of the Director of Finance and Administration and in coordination with the Program Manager, the Senior Finance and Administration Officer will be responsible for the Project’s finance, administration and logistics. The incumbent will ensure that all the activities pertaining to finance, administration and logistics are conducted in a timely and accurate fashion, in compliance with the relevant IRD policies and procedures, donor’s requirements and the Project’s objectives and guidelines. The specific duties include:   Supervision of the Project staff dealing with finance, administration and logistics; provide training and guidelines.   Checking and reviewing account vouchers issued by the Project accountants working under his/her supervision; reviewing and verifying transactions in the IRD’s accounting system.   Performing detailed review of expense reports as to ensure that all back-up documents and approvals are available prior to processing subsequent payments.   Handling all bank transaction under the supervision of the Director of Finance and Administration, and preparing monthly bank reconciliations.   Prepare monthly financial reports for HQ and other financial reports required by donor, as well as audit verification.     Monitoring the Project expenditures versus budget; checking the balances in the banks and drafting the fund requests upon current balances and projects’ needs together with the Program Manager; following up with the donor on releasing the funds.   Review and approve small procurements of supplies and stationary for the Project activities as per the IRD and donors procurement policies and procedures.   Allocate account codes to each transaction in accordance to chart of accounts.   Responsible for the overall filing of administrative / human resources documents and Maintaining historical human resource records by designing a filing and retrieval system; keeping past and current records   Reviewing staff monthly time sheets versus attendance sheets, and checking for completeness; reviewing and validating the staff payrolls.   Tracking employee annual leave and sick leave records; reviewing and validating leave balances prior to the approval of employee’s direct supervisor.   Providing orientation and training to the new staff as per the IRD Lebanon Host Country National Staff Policy Manual, as well as other policies and procedures e.g. code of business conduct, use of project vehicles, etc.   Advertising staff vacancies and assess applications; administer interview, selection and hiring processes, and make recommendations to management about staff appointments; register/cancel the staff contracts and fringe benefits with relevant local authorities.   Supervise logistics and transportation; review and approve as appropriate vehicle/transportation request forms, vehicle log books, vehicle fuel coupons, etc.   Other duties as assigned by Director of Finance and Administration and/or Program Manager.   Qualifications   University degree in finance, economics, business administration and other relevant field. Excellent computer skills. Excellent written and spoken English and Arabic language skills. At least 3 years of financial and administration experience in non-governmental or international organizations. Knowledge of UNHCR, USAID, and other development agencies programs and regulations is an asset. Excellent planning, judgment and management skills. Excellent interpersonal skills, including patience, willingness to listen to others and respect the opinions and ideas of colleagues. The ability to work independently and as a member of a team. Ability to work effectively in a fast-paced, stressful environment.  Must be flexible, willing to work long hours and travel often.
