Bio-Medical Engineering Consultant

  Request for Quotation No. IfS/RFQ/2015/S-01   24.04.2015   For the supply of Bio-Medical engineering services   Quotations to be received by 28.04.2015, 23:59 hrs       The international Relief and Development, Inc. (IRD), an international non-governmental organization registered in Lebanon, is seeking quotations from experienced bio-medical engineers for the following bio-medical engineering services specified in this Request for Quotation (RFQ).       General Description       International Relief and Development, Inc. (IRD) is an international charitable, non-for-profit, non-governmental organization that collaborates with local and international partners to design and implement humanitarian relief and development aid programs. IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency.  IRD was founded in 1998 and has grown over the past decade into an organization that is operating in more than 30 countries in Africa, Asia, Eastern Europe, Latin America and the Middle East.       IRD has been present in Lebanon since 2006, and the first activities included assistance to poor rural households in southern Lebanon adversely affected by the July War. Today, IRD implements projects funded by BPRM and UNHCR bringing benefits to Syrian and Iraqi refugees, as well as Lebanese host communities. IRD has five offices in Lebanon located in Beirut, Greater Beirut, Tripoli and Akkar.       In April 2014, IRD launched a project in partnership with UNHCR aimed at reinforcing the EU’s objective in Lebanon of strengthening the state institutions’ credibility through an improved delivery of basic health services to the most vulnerable population. The project is further designed as a support for conflict reduction through improving health services within the context of the Syrian crisis in Lebanon. The project is implemented in partnership with the Ministry of Public Health, WHO and UNICEF. The project has the following components:       Recruitment of additional health staff in the public hospitals throughout Lebanon in coordination with the Ministry of Public Health and UNHCR; Rehabilitation of the hospitals and laboratories including small-scale infrastructure works; Provision of medical equipment to governmental hospitals;       Required services       IRD launched a local open tender on April 1st 2015 to procure medical equipment for 10 Lebanese governmental hospitals (33 different medical equipment items).   In reply to the advertised tender, 5 sealed offers were received.  Each offer is comprised of a technical offer and a financial offer.  IRD will complete a technical evaluation based on the criteria listed in the invitation to bid, following which a financial evaluation will take place for the bidders who have passed the technical evaluation.    IRD is seeking a bio-medical engineering consultant to be part of the evaluation and selection committee and provide a qualified technical and independent opinion on the suitability of the medical equipment offered by the bidders.  More specifically, the consultant is expected to:   Familiarize himself/herself with the technical specifications of the requested equipment and the technical conditions, as well as with the invitation to bid terms and selection criteria. Participate in the bid evaluation committee of the requested medical procurement to take place in IRD’s office in Sodeco square.  It is expected that the consultant will assess the relevancy of each item and verify that it fits the required specs and conditions and accordingly allocate the appropriate points to each item as per the grading score. Provide recommendations regarding the selection of supplier(s).   Qualifications       University degree in bio-medical engineering. Minimum of 8 years of experience working with medical equipment in hospital settings, medical companies etc.   Prior experience in tender evaluation is preferable. Prior experience working with the Lebanese Ministry of Public Health is preferable. Excellent computer skills.
