Deputy, Chief Of Party (Program)

Essential Job Functions: Assist the COP to manage cost, schedule and quality factors to implement the program in such a way as to exceed donor expectations, meet IRD objectives and develop a highly cohesive professional team; Provide guidance, direction and oversight to engineering, assessment and community engagement teams and activities in service of meeting and exceeding the program objectives; Develop innovative, scalable and effective intervention programs to improve essential service delivery to communities under a wide range of infrastructure and security conditions; Oversee a grants program to help beneficiary communities address service delivery issues, implement workable solutions and comply with all donor and IRD regulations and policies ; Apply deep engineering expertise and creative design to maximize the impacts of project funds; Organize and control allocated resources of technical team with significant impact upon the overall operations of the program; Ensure timeliness, cost and quality of all activities performed; Oversee the preparation of weekly, monthly, quarterly, annual and ad hoc/special reports to donors, IRD HQ and other sector stakeholders; Assist the team leads in preparation of annual work plans that identify key objectives, responsible staff, deliverables and potential roadblocks; Implement innovative approaches to non-routine, non-recurring work requests based on acquired expertise and knowledge of organizational philosophy and personnel capabilities; Allocate resources to ensure completion of established objectives within budgetary and schedule guidelines while upholding high technical standards; Support the recruiting of long- and short-term technical expatriate staff; Conduct employee performance reviews and personnel actions as needed; Liaise with donors in support of program objectives. In this capacity the incumbent maintains a high level of involvement in client and donor activities to achieve insight into areas where support maybe applied to accomplish client goals most effectively; Other duties as assigned.     Required Skills & Experience: Bachelor’s degree in engineering or related field with 8+ years experience in overseas development managing US Government (USAID, DOS or USDA) funded programs. Master’s degree in engineering, construction management or a related field is preferred. Demonstrated knowledge of international development programming, project development, grant administration and management procedures. 4+ years experience with international NGOs administration to deal with the design and development of infrastructure development projects. 2+ years experience working in conflict or post conflict countries. Fluency in English and Arabic is required. Solid knowledge of engineering and construction data management methods.   Success Factors: The ability to interact effectively with international and national personnel both in a managerial as well as training capacity is required.  A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.  Ability to live and work closely with a diverse team of individuals in a highly intense and fluid work and security environment.  Demonstrated flexibility and creativity in planning and problem solving. Proven ability to learn quickly, take initiative, and be accountable for results. Awareness of and sensitivity to multi-cultural international development work.   Travel Requirements: Up to 40%   Physical Requirements: Normal Office Conditions.
