Field Coordinator (Re-Advertised)

  General Description   International Relief and Development, Inc. (IRD) is an international charitable, non-for-profit, non-governmental organization that collaborates with local and international partners to design and implement humanitarian relief and development aid programs. IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency. IRD was founded in 1998 and has grown over the past decade into an organization that is operating in more than 30 countries in Africa, Asia, Eastern Europe, Latin America and the Middle East.   IRD has been present in Lebanon since 2006, and the first activities included assistance to poor rural households in southern Lebanon adversely affected by the July War. Today, IRD implements projects funded by BPRM and UNHCR bringing benefits to Syrian and Iraqi refugees, as well as Lebanese host communities. IRD has three offices in Lebanon: Beirut, Tripoli and Akkar.   In April 2014, IRD launched a project in partnership with UNHCR aimed at reinforcing the EU’s objective in Lebanon of strengthening the state institutions’ credibility through an improved delivery of basic health services to the most vulnerable population. The project is further designed as a support for conflict reduction through improving health services within the context of the Syrian crisis in Lebanon. The project is implemented in the partnership with the Ministry of Public Health, WHO and UNICEF. The project has the following components:   Recruitment of additional health staff in the public hospitals throughout Lebanon in coordination with the Ministry of Public Health and UNHCR; Rehabilitation of the hospitals and laboratories including small-scale infrastructure works, as well as provision of necessary medical equipment by WHO; Provision of logistical support for UNICEF’s public awareness campaign on immunization, vaccination, child protection, etc. Transportation of assets procured by UNHCR to the health centers.   Main Responsibilities   Under the supervision of the Program Manager, the Field Coordinator is responsible for overall logistics and coordination of various components of the Project throughout Lebanon, assuring sound and timely program operations in compliance with UNHCR and IRD policies and procedures. The specific duties include:   Monitor the work of the health staff in the hospitals and primary healthcare centers on a regular basis and in coordination with the heads of these institutions; Provide assistance and support during the rehabilitation of the hospitals and laboratories; Coordinate provision of necessary medical equipment purchased by WHO and UNHCR, and coordinate procurement activities initiated within the Project; Logistical support for UNICEF’s public awareness campaign on immunization, vaccination, child protection, etc. Coordinate transportation of assets procured by UNHCR to the health centers and other benefiting institutions; Represent IRD and the Project as appropriate in workshops, meetings and public forums to share project accomplishments. Provide specific focus on all aspects of the program needs and related activities, including monitoring and evaluation; Coordinate ongoing exchange of information between all partners and program senior staff, and all other international NGOs working in the same area. Assist in the development of any program related surveys and other appropriate field-based studies as to collect and use the Project-related information as a tool for planning and managing it effectively. To prepare weekly and monthly action plans, and to ensure effective implementation of the general project Work Plan in the areas of responsibility. Prepare weekly and/or monthly reports to donor and IRD senior management. Other duties as assigned by the Program Manager.      Qualifications   University degree, preferably in public health or other health-related degree. Experience with non-governmental or international organizations; knowledge of UNHCR, USAID, and other development agencies programs and regulations is an asset. Experience in the health-related sector is an asset. Excellent computer skills. Excellent written and spoken English and Arabic language skills. Excellent planning, judgment and management skills. Excellent interpersonal skills, including patience, willingness to listen to others and respect the opinions and ideas of colleagues. The ability to work independently and as a member of a team. Ability to work effectively in a fast-paced, stressful environment.  Must be flexible, willing to work long hours and travel often.
