Finance Manager

Major Responsibilities Responsible for the accounting, financial management and internal financial control for the project. Report to IRD Lebanon Finance Manager on expenses incurred by the project Keep track of grant budgets and every-day project expenses; update the financial information of the program budget on a regular basis. Review the funds obligation and cash flow position of the grant, and check the accuracy of all calculations. Ensure all financial transactions for the project meet all accounting and audit guidelines and procedures. Complete  monthly expense reports (prepare month end accounting  reports and source documentation  for IRD Finance Manager) Allocate account codes to each transaction in accordance of the chart of Accounts. Reconcile cash transactions with the cashbook. Reconcile balance sheet accounts (e.g. cash, investments, receivable, etc.). Prepare bank reconciliations (e.g. payroll , medical , flex, account payable). Posting into general ledger system, including automatic upload of spreadsheets. Supervise and Follow up on cash transfers from the HQ to the field, check the balances in the banks and review the funds requests upon current balances and projects’ needs. Maintain filling system for general ledger entries, including archiving and updating filing system. Instrumental in other financial functions including the reporting functions of monthly field expenses reports. Comply with all applicable FCO regulations and program requirements. Prepare all service contracts upon request of managers and coordinators Ensure that everything is done according to IRD Regulations and compliance. Review and approve petty cash. Other duties as assigned and agreed.    Requirements/Desired Skills: Accounting or business administration degree and must have a least four (4) years of experience in finance and administration. Strong organizational, analytical and problem-solving skills. Proven ability to learn quickly, take initiative, and be accountable for results in a fast-paced, fluid and challenging work environment. Responsive to changing demands with strong leadership skills and a strong initiative Ability to multitask and work well under pressure. Ability to maintain strict confidentiality. Experience working on projects funded by foreign government and understand requirements of such contracts in terms of quality in the management and reporting of information. Fluency in Arabic and English
