Procurement Officer

Main Responsibilities Under the supervision of the Director of Finance and Administration and in coordination with the Program Manager, the Procurement Officer is responsible for processing all direct project assistance and procurements. The incumbent will ensure that all procurements are conducted in a timely and accurate fashion, in compliance with the program objectives and guidelines, and conforming to established standards and the UNHCR’s IP procurement policies and procedures, as well as IRD regulations and local legislation.   Conduct all activities for procurement including review of the tender clearance authorization, tender specifications, vendor identification, certifications and procurement/ bid response collection, evaluation, vendor selections and all associated documents; Coordinate, maintain and insure adequate written documentation supporting and providing evidence that adequate fair and compliant solicitations are conducted; Coordinate and maintain adequate policies and procedures for review and authorization of all solicitations, contracts and purchase orders. Insure that all necessary approvals are obtained during procurement processes in accordance to organizations policies; Negotiate and issue procurement contracts and purchase orders based on received management approval; Maintain vendor information including vendor profiles, registrations, certifications, licenses, permits and records of past performance; Other duties as required.  Qualifications  University degree. Excellent computer skills. Excellent written and spoken English and Arabic language skills. Procurement experience in non-governmental or international organizations. Knowledge of UNHCR, USAID, and other development agencies programs and regulations is an asset. Excellent planning, judgment and management skills. Excellent interpersonal skills, including patience, willingness to listen to others and respect the opinions and ideas of colleagues. The ability to work independently and as a member of a team. Ability to work effectively in a fast-paced, stressful environment.  Must be flexible, willing to work long hours and travel often.
