Major Responsibilities
This position will be based in Beirut, Lebanon, with travel throughout the Middle East. The Program Manager will be responsible for all aspects of project implementation, including identifying and mentoring CSO partners, hiring and managing staff, working with the donor and other IRD regional programs to identify CSOs, training consultants, developing and reviewing CSO training materials, managing the implementation of capacity building trainings and small grants to CSOs, and ensuring IRD accountability of programming and small grants funding.
Represent IRD and liaise with donor representatives and other key stakeholders in close coordination with IRD’s Lebanon Country Director and Middle East Regional Director.
Maintain daily communication with IRD’s regional program teams to coordinate activities, exchange information, identify staff and partners, and monitor projects.
Assess constantly changing political and security conditions in dynamic areas of implementation. Provide regular reporting and analysis on program, security and finance to the Lebanon Country Director.
Participate actively in IRD program development, identifying new funding opportunities and drafting concept notes and new project proposals as needed.

Qualifications / Experience / Skills:
Eight years’ work experience with an INGO, UN Agency, or related organization focused on capacity building and civil society programming, including five years of supervisory experience. Demonstrated project management experience including small grant design and implementation, donor liaison, office set-up, staff recruitment, financial management, meeting deliverables on tight timelines, and project reporting are essential for this position.
Demonstrated experience with remote management, qualitative and quantitative remote monitoring and evaluation, and working with diverse teams is highly required.
Excellent communication, planning and organization skills are essential for this position; fluent English and Arabic language skills and prior Middle East work experience are required.
