Call for Proposal - Assistance to Mobile Medical Units & Fund NGO-run Primary Health Care Centres

This Request for Proposal falls under the project entitled ‘Supporting Beirut’s Immediate Social Recovery Services” funded by the World Bank. All activities carried out by the IRC partners under this project are fully funded by the Bank.

The IRC aims to establish one partnership with a LNGO through an open competitive selection process, in Beirut and Mount Lebanon areas, to achieve the following outcomes:

  1. Assistance to Mobile Medical Units (MMUs):

MMUs and their outreach teams will be supported in identifying persons with disabilities and older persons in remote and hard-to-reach parts of Beirut who are at risk of being excluded due to: a) lack of assistive devices, b) inaccessible physical environments, and c) unaffordability and lack of accessible transport. These MMUs can then provide transport and referrals to NGO Community Based Rehabilitation (CBR) teams, and therefore play a supporting role to the CBR initiative more broadly.

Expected Outcomes:

  • Sub grantee is outreaching and identifying persons with disabilities and older persons in Beirut and Mount Lebanon areas to ensure accessibility for services, reported through M&E, narrative and financial reports.
  •  Sub grantee is transporting identified persons with disabilities and older persons in need for specialized services to ensure accessibility to services, reported through M&E, narrative and financial reports.
  • Sub grantee is referring persons with disabilities and older persons to specialized services, reported through referral pathway, M&E and narrative reports.
  • Sub grantee is mapping available services in Beirut and Mount Lebanon areas to ensure efficiency of referrals conducted, reported through an updated service map at least on a quarterly basis.

 

  1. Capacity building and financing for NGO-run PHCCs for the procurement and delivery of assistive devices:

NGO-run PHCCs will be supported in the procurement and delivery of assistive devices (e.g., crutches, hearing aids and visual aids) along with the provision of promotive, preventive, therapeutic (including non-communicable disease (NCDs) essential and life-saving medications), rehabilitative and palliative services. This activity will only be implemented if aligned to existing MoPH-approved service plans, whereby distribution is done in a coordinated manner with leading local stakeholders. The project will align with and engage in a system of distribution of assistive devices. The principles underpinning the distribution will be derived from the WHO’s ‘Guidelines on the provision of assisted devices in less-resourced settings’, which outlines how devices should be resourced and distributed. Expected outcomes:

  • Sub grantee is assessing the needs of NGO-run PHCCs for assistive devices, promotive and preventive therapeutic, rehabilitative, and palliative services, reported through assessment tools and narrative reports.
  • Sub grantee is procuring the devices and items identified in the assessment and making sure it is aligned to existing MoPH-approved service plans, reported through financial reports and supporting documents.
  • Sub grantee is distributing the devices and items in accordance with the WHO’s ‘Guidelines on the provision of assisted devices in less-resourced settings’, reported through trackers, M&E and narrative reports.
