Case Management & Child Labour Specialist

The International Rescue Committee is an international organization specializing in Emergency and humanitarian programming existing since 1933 and working in more than 40 countries. In response to the influx of Syrian refugees in Lebanon, the IRC began intervening with a Women’s Protection and Empowerment program in 2012 and has since added programs for Economic Recovery and Development, Protection and Child Protection.  In late 2013, IRC, in cooperation with UNHCR and the Child Protection Working Group, also began an inter-agency child protection coaching (capacity building) program on child protection case management. SCOPE OF WORK: As part of the Coaching Program, the Case Management (CM) Child Labour specialist will be responsible for developing and delivering a training curriculum on how to address child labour concerns through case management.  She/he is responsible to conduct a scoping exercise on the nature and drivers of child labour concerns in Lebanon and develop a two-day training package for caseworkers and social workers to improve their skills in addressing child labour issues through the case management process. He/ she will then deliver the training to caseworkers and social workers from a variety of organizations at the national and governorate level. Position objectives: Conduct scoping exercise on child labour in Lebanon including nature and drivers of the problem, legal and policy frameworks, and existing responses in case management in coordination with a variety of iNGOs, NGOs, and partners delivering case management services Develop a two-day training package (training manual, handouts, presentations, etc.) to build caseworkers and social worker’s capacity to address child labour concerns through case management process Deliver the training package to 100 participants from NGOs, government departments and other partners in all 5 governorates of Lebanon RESPONSIBILITIES: Program Develop scoping exercise methodology (desk review, stakeholder interviews, etc.) to child labour problems in Lebanon, legal and policy frameworks, and the challenges caseworkers face in supporting children with child labour concerns in coordination with CP CM Manager Conduct scoping exercise with a wide variety of agencies at the field and national level, in coordination with Child Protection in Emergencies Working Group Draft a scoping exercise report that identifies key elements of the child labour cases and competencies caseworkers lack in addressing child labour concerns Develop a two-day, participatory training package (facilitator’s manual, pretest/posttest, handouts, presentations) on addressing child labour in the case management process, in coordination with CP CM Manager Conduct training for caseworkers and social workers from a variety of organizations in Beirut/ Mount Lebanon/ South, Akkar, Tripoli, and Bekaa Draft final training report detailing results and dynamics of the training as well as any future modifications or additional trainings recommended Coordination & Representation Attend CP and CM coordination meeting when required Liaise and collaborate with other CM actors   Maintain positive coordination and relationships with partner and other IRC sector staff. Other Ensure activities are done in accordance with IRC logistics policy and in a timely manner to ensure the successful implementation of programs; Other duties as assigned by the supervisor to enable and develop IRC programs Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies. REQUIREMENTS: University degree in  social work or related field Five years working experience minimum Significant experience working with CPiE programs and specifically with case management programs Experience and understanding of child labour issues, particularly in emergency settings Significant experience in  developing and delivering trainings Strong understanding of Minimum Standards for Child Protection in Emergencies and other CPiE tools and guidelines Excellent written and verbal communication skills Strong interpersonal and diplomatic skills Fluency in English mandatory , Arabic a plus Travel and other requirements: Staff will be based in Beirut with frequent travel required between the governorates and the main IRC office in Beirut.
