Background/IRC Summary:  Founded in 1933, the International Rescue Committee (www.theIRC.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working around the world, addressing immediate and life-saving needs of conflict affected people and the reconstruction needs of post-conflict societies.  The IRC has been working in Lebanon since 2012 to provide support to refugees and vulnerable host community members. 

The IRC is implementing protection programming all over Lebanon.  The programming includes protection monitoring and information dissemination, legal service provision, community mobilization, support for district-level coordination and case management for high-risk protection cases in specific areas, cash for protection and protection mainstreaming with internal and external stakeholders. 

Under the framework of Access to justice and services for working children and children in

contact or conflict with the law in Tripoli- IRC launched emergency COVID-19 response to address

the pressing needs of vulnerable refugees by providing Emergency Cash Assistance, Child Protection Response Activities and Assistance for GBV Survivors.

The IRC is recruiting short term emergency cash assistant (4 months) to be part of emergency cash response to support Syrian refugees to safely access cash assistance when confronted with urgent and unexpected protection risks.

 

Job Overview/Summary: The Cash for protection assistant reports to the CASH for protection officer. He/She will be responsible for assessing referred cases against relevant criteria for protection cash assistance in the North region.

 

Major Responsibilities: Major responsibilities of the Cash assistant are listed below:

  • Support the Cash for Protection officer in receiving emergency cash referrals of individuals and families identified by front liners;
  • Conduct household visits/ remote phone calls to assess the needs of referred individuals and families, and assess their eligibility for protection cash assistance linked to education outcomes;
  • Ensure complete and updated documentation related to each individual case;
  • Discuss selected cases’ eligibility with Protection and Cash officer;
  • Regular update of program database, manage, file and store data, ensuring confidentiality of information collected/services provided;
  • Ensure efficient communication and coordination with IRC different sectors field teams in the North.
  • Participate in weekly meetings, prepare and submit his/her weekly and monthly work plans in a timely manner to Protection and Cash officer;
  • Conduct short term outcomes of assisted cases on time.

 

Key Working Relationships:

Position Reports to:  Cash for Protection officer

In direct reporting: Cash for protection senior officer, Protection (Livelihoods) Manager,

Other Internal and/or external contacts:   Snr Protection Manager North Cash teams in BML, Bekaa and North, protection monitors and referral officer in North, UNHCR and ECA partners, case management, shelter and other relevant sectors in North including IRC WPE and CP focal points to ensure field coordination.

 

Job Requirements:

Education:

  • Bachelor/Degree in Social work, Counseling, Psychology or other related field.

 

Work Experience:

  • At least 2 years of experience in conducting field assessments and/or case management.
  • Experience working with refugee population preferred.
  • Preferable cash programs experience.

 

Demonstrated Skills and Competencies:

  • Ability to maintain confidentiality, respect, non-discrimination and safety of clients at all times.
  • Excellent interpersonal and problem-solving skills, creativity and flexibility.
  • Ability to work autonomously, take initiative and responsibly escalate issues.
  • Strong team spirit, comfortable in a multi-cultural environment.
  • Flexibility in working overtime when needed and ability to handle pressure well.
  • Good computer skills (Microsoft Word and Excel).

 

Language Skills: 

  • Arabic fluency required, ability to communicate and write clearly in English strongly preferred.

 

Working Environment:  Combination of office-based (40%) and field-based (60%).
