Background/IRC Summary: Founded in 1933, the International Rescue Committee (www.theIRC.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working around the world, addressing immediate and life-saving needs of conflict affected people and the reconstruction needs of post-conflict societies. The IRC has been working in Lebanon since 2012 to provide support to refugees and vulnerable host community members.
The IRC is implementing protection programming all over Lebanon. The programming includes protection monitoring and information dissemination, legal service provision, community mobilization, support for district-level coordination and case management for high-risk protection cases in specific areas, cash for protection and protection mainstreaming with internal and external stakeholders.
IRC launched the new activity for emergency cash under the “Integrated Protection and Education Response to Syrian Refugees in Lebanon” in Bekaa and Mount Lebanon funded by ECHO. Within the project activities, IRC will provide emergency cash for families facing protections risks linked to COVID-19 and economic crisis in the Bekaa region.
Job Overview/Summary: The CASH for protection Officer reports to the CASH for protection Senior Officer. He/She will be responsible for assessing referred cases according to eligibility criteria for Emergency Cash and conduct monitoring and follow up of assisted cases.
Major Responsibilities: Major responsibilities of the CASH for Protection Officer are listed below:
- Act as Bekaa focal point for receiving referrals of individuals and families identified by front liners who have experienced a protection risks and are eligible for Emergency Cash assistance.
- Conduct household visit/Remote phone calls to assess the needs of referred individuals and families, assess their eligibility for emergency cash assistance.
- Ensure complete and updated documentation related to each individual case.
- Discuss cases’ eligibility with Protection and Cash Senior Officer.
- Manage, file and store data, ensuring confidentiality of information collected/services provided.
- Assure efficient communication and coordination with IRC different sectors field teams in the Bekaa.
- Participate in weekly meetings, and prepare and submit Bekaa weekly and monthly work plans in a timely manner to Protection and Cash Senior Officer.
- Conduct short term outcomes of assisted cases on time.
- When required by the Protection and Cash Senior officer, attend cash coordination meetings in Bekaa.
- Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.

Other Internal and/or external contacts: Snr Protection Manager in Bekaa, IRC Cash Teams in Bekaa, North and BML, Bekaa referral officer, Bekaa protection monitors, Bekaa Case management team, UNHCR and ECA partners, and other IRC sectors in Bekaa – WPE, CP and Education focal points.
Job Requirements:
Education:
- Bachelor/Degree in Social work, Counseling, Psychology or other related field.
Work Experience:
- At least 2 years of experience in conducting field assessments and/or case management.
- Experience working with refugee population preferred.

- Ability to maintain confidentiality, respect, non-discrimination and safety of clients at all times.
- Excellent interpersonal and problem-solving skills, creativity and flexibility.
- Ability to work autonomously, take initiative and responsibly escalate issues.
- Strong team spirit, comfortable in a multi-cultural environment.
- Flexibility in working overtime when needed and ability to handle pressure well.
- Good computer skills (Microsoft Word and Excel).
Language Skills:
- Arabic fluency required, ability to communicate and write clearly in English strongly preferred.
Working Environment: Combination of office-based (40%) and field-based (60%).
