The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and is at work in over 40 countries.
In response to the influx of Syrian refugees in Lebanon, the IRC provides income and livelihoods support to vulnerable Syrian refugees and host communities, through its Economic Recovery and Development Program. The objective of the program is to assist vulnerable households in the most affected areas of the Akkar and Mount Lebanon in meeting their essential needs and increasing their self-reliance; this is expected to ultimately lessen the use of negative coping strategies for survival.
Interventions include unconditional cash assistance, financial management training, cash for work, access to training and business development opportunities, legal and job counseling, and job referrals through a livelihoods center. Additional market assessments and other research are conducted under this program. The main target groups are acutely vulnerable registered and unregistered Syrian refugees and Lebanese households.
The ERD program will develop synergies with the other programs implemented by the IRC in Lebanon, particularly working closely with the Protection sector to mainstream protection principles into livelihoods approaches and expand program offerings. The ERD program will also seek synergies with the Women’s Protection and Empowerment and Children Protection sectors.
Job Overview/Summary: Under the supervision of the Conditional Cash Manager, the Cash for Work Officer is responsible to provide assistance in, and assume responsibility for, the daily technical planning, supervision, implementation, monitoring and reporting of the cash for work activities and for ensuring proper coordination with the community and municipalities.

Major Responsbilites:
Support the Conditional Cash Manager in planning and implementing cash for work activities, to ensure that they are completed within the given timeline and achieved the intended targets;
Ensure a technical supervision during the implementation of the Community Support Projects e.g. Waste Collection, Community Maintenance Projects, Sewage system rehabilitation, etc..
Under the guidance of the Conditioanl Cash Manager, consult with municipality leaders and community members, as well as with the IRC Livelihoods and the Protection teams, Manager for the identification of needed and viable Cash for Work initiatives;
Prepare bill of quantities (BoQs) in consultation with municipalities and the IRC Logs Officer;
Help in the identification and selection of Cash-for-Work beneficiaries;
Supervise and follow assigned Cash-for-Work schemes as per activity guidelines;
Maintain Cash for Work records, attendance sheets and cash for work agreements, as per activity guidelines;
Visit Cash for Work sites on a daily basis to monitor activities and ensure proper attendance records are being kept;
Maintain contractors records as necessary, coordinate with beneficiaries and contractor to plan field activities regularly followed;
Receive Cash-for-Work supplies together operations staff, and make sure they match Program needs (in quantity and quality);
Prepare plans for the assignation of Cash-for-Work supplies and – if necessary – storage;
Ensure that the supplies are used properly by community members;
Ensure that Cash-for-Work, tools and equipments are in working condition and available on site during the entire duration of the intervention;
Ensure that the weekly/monthly work plan is respected on the field;
Draft weekly and monthly reports;
Ensure regular coordination with all stakeholders at the community level;
Liaise with the Conditional Cash manager, Logistics and Finance officers regarding financial projections, procurement, payments and necessary documentation;
Assist weekly/monthly coordination meetings together with the other members of the Livelihoods Team as requested by the Conditional Cash Manager;
Report on the progress of the work to the Conditional Cash manager;
Report issues and constraints arising from project implementation;
Identify areas for possible activities improvement;
Job Requirements:
Minimum of two years’ experience in a related field
Previous experience in supervising cash for work schemes highly preferable
Strong communication and interpersonal skills
Ability to work under pressure, independently and with limited supervision
Very good computer skills (Word, Excel, Access) and some database knowledge preferred
Fluency in written and spoken Arabic is a must.
Working Environment: This position is based in the Mount Lebanon Livelihoods Center within a close proximity to Beirut, which offers a good office environment. The position requires some travel to Akkar to support other teams, and some meetings in the Beirut office.
