Child Protection Case Management Technical Officer

The CP CM Technical Officer is responsible for supporting the IRC/UNHCR local partners to strengthen the capacity of their case workers in conducting a best interest assessment (BIA) in order to improve the provision of quality case management service for children.  The CP CM Technical Officer will be also responsible for conducting monthly work sessions on BIA with case workers in addition to ongoing coaching. S/he will spend the majority of his/her time in the field and will support formal and on-the-job training on case management steps. The CM Technical officer will serve as a technical focal point for interagency case workers based in the Bekaa – for BIA and BID guidance. To facilitate the provision of technical support provided for case workers throughout the Bekaa – the CM technical focal point position will be a roving position and will provide support to case workers by providing guidance and feedback on BIA/BID forms through one to one coaching. In addition the officer will be responsible for proactively seeking feedback from CP managers (external organizations) and UNHCR on technical areas needed for the development of case workers capacities in CM. Provide regular technical support to local partner’s field case management teams, through ongoing weekly technical support, provision of BIA/BID tools, guidance and review of materials when needed, training (as and when needed in coordination with wider CPiEWG capacity building efforts), coaching sessions especially on BIA/BID if needed. Ensure that case workers of local partner’s adhere to standard of the Interagency Practical Guidance for case management and National SoP’s as they are rolled out to partner agencies; Who this position reports to: Direct reporting to : Bekaa CP Manager Indirect reporting to: Senior capacity Building Manager RESPONSIBILITIES: Program Delivery of regular workshops/sessions on BIA for IRC/UNHCR local partners’ case workers; Facilitation of “on the job” coaching for case management teams of local IRC/UNHCR partners including guidance on all the steps of case management process, with particular attention dedicated to developing comprehensive assessments  which clearly identify the level of risk, the protective factors, and the services in place to ensure the child’s best interests are at the forefront of CM service provision; Provision on ongoing technical support to organizations that request specific support -this includes: provision of guidance for BIA, review of assessments in preparation for submission- one to one support for case workers throughout the Bekaa as and when needed; Facilitation of “on the job coaching” with regards to the rest of case management steps such as case planning that ensures the best interests of the child; Regularly liaise with key UNHCR focal points (in close coordination with IRC CP management) to ensure that capacity building needs identified by key focal points are included in IRC’s service provision for agencies throughout the year; Conduct training on how to ensure children and families' participation, the child's developmental needs, the socio-cultural context, parenting capacity and community and extended family that should be taken into consideration; Support the case workers of IRC\UNHCR partners in documentation and observation skills; Conduct regular monitoring visits to ensure the quality and adherence to internal and global standards for CM especially to what relates to BIA’s and the rest of the case management steps. Draft activity reports following each session/workshop or support group conducted  and complete relevant documentation in a timely manner. Closely coordinate and collaborate with IRCs Capacity building/Coaching team members to ensure that IRC teams conduct coordinated capacity building activities, exchange lessons learned and share information with regards to needs and challenges identified for case workers in the field ; Support CM Capacity Building team in delivering coaching sessions and other events for caseworkers. Serve as a role model for caseworkers, embodying child protection principles including do no harm, respect and non-discrimination. Maintain positive coordination and relationships with partners and other IRC sector staff. Ensure case workers are able to feedback on the provision of services provided in coordination with IRC’s M & E officer and CP coordinator; Coordination & Representation Attend IRC CP and CM  coordination meetings when required; Liaise and collaborate with other CM actors and UNHCR when requested; Maintain positive coordination and relationships with partners and other IRC sector staff; Liaise with IRC CM teams on a regular basis to facilitate both internal and external coordination, share lessons learned and best practices; Other Ensure activities are implemented in line with IRC logistics policy and in a timely manner to ensure the successful implementation of program activities; Other duties as assigned by the supervisor to enable and develop IRC capacity building programs; Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct, Child Protection Policy/Child Safeguarding policy and the IRC country employment policies. REQUIREMENTS: University degree in social work; Three years working experience minimum; Experience in working with children mandatory; Case Management experience with children mandatory; Experience in working in emergencies preferable; Experience in working in NGO; Experience in  delivering trainings; Fluency in Arabic and English mandatory; Proficient in Word and excel; Staunch advocate of child protection and children’s rights; Commitment to the IRC Child Safeguarding policy; Adhere to confidentiality ; Working Environment:  This position is a roving position and requires weekly field visits and extensive coordination with organizations throughout the Bekaa.  Candidates must be able to balance frequent “field work” with responsibilities in the office, including responding to emails, coordinating with Supply Chain and Finance, and completing reporting.
