Background of the project
Lebanon’s current economic crisis has had a significant social and humanitarian impact on its population, whereby the most vulnerable and a large part of the middle class who recently fell into poverty can no longer access basic services. Multi-dimensional poverty has doubled over the last two years, affecting more than 80 per cent of the households living in Lebanon. This rapid and severe deterioration in the living standards has had direct consequences on people’s physical and mental wellbeing and generated acute humanitarian needs.
IRC’s Health approach in Lebanon is fully integrated with the National Primary Health Care (PHC) Network under the MoPH and focuses on supporting PHCCs to deliver primary healthcare services.
With the aim to continue supporting the PHCCs to ensure access to quality services for vulnerable populations, the IRC will implement refurbishment and construction works at 2 Primary Healthcare Centers (PHCCs) in Akkar.
Scope of work
To hire a consultant civil engineer to oversee the implementation and progress of the construction and rehabilitation works in two PHCCs supported by IRC.
The works to be supervised will include:
- PHCC 1: The construction works including all civil works:
- The reinforcement of steel structure on the 1st floor and construction of a new extension area
- Re-structuring of the Ground Floor according to the modified plans.
- PHCC 2: The construction works including all civil works:
- Fabrication and installation of prefabricated unit.
- Implementation of a septic tank.
Implementation stage: the engineer will oversee the implementation of the works on the ground and make sure that they are implemented in accordance with the contractual agreement and time schedule, and will submit progress reports accordingly.
Completion: The engineer will check the quality and quantities of the implemented items and make sure they are matching with the contractual technical studies, as well as he/she will evaluate the contractor’ performance during the project period.
Timeline:
- All deliverables should be completed and submitted by June 15, 2023, noting that the works will be completed by 1st of June.
Payment Rate and Schedule:
The full payment will be made as per IRC payment terms as a retrievable bank letter under the engineer’s name by maximum 30 days after completion of works, after submitting the final approved report of work progress, signing a certificate of completion, and submitting of invoice.
Requirements:
- Bachelor’s degree (in Civil or Structural Engineering) or other appropriate construction related discipline.
- At least 5 years technical experience in implementing construction and rehabilitation projects.
- Previous involvement in implementation processes (including development of bill of quantities, cost estimations, technical specification, schemes, analysis structures load…. etc.) is essential.
- Competent in Microsoft Office (Word and Excel) and AutoCAD.
- Very good reading, writing, and speaking skills in both English and Arabic are required.
- Excellent initiator and able to manage multiple tasks.
- Able to work under pressure and timely decision maker.
- Able to visit both centers at least 3 times per week and whenever needed.
