Consultant – Engineer for rehabilitation works at selected MOSA SDC daycares

 

Milestones:

 

Preparation and submission of the Preliminary Engineering Report (PER) – 2 weeks

 

  • Conduct an in depth site visit along with the procurement committee to each site, for engineering site survey, measurements, etc.

 

 

Preparation and submission of the Bill of Quantities (BOQ) – 2 weeks after submission of the PER

 

  • The BOQ should be explicit, covering all items of work. It should be as exhaustive and accurate as possible to avoid changes, additions, deletions and substitutions during execution and therefore the undesired variations, disputes and claims
  • All suggested materials should be readily available in the local market
  • A separate BOQ for each group of works (i.e. architectural & construction works; electrical; mechanical; equipment; furniture & accessories) with estimated prices based on the current Lebanese market rates, including several options of prices/materials (grade 1, grade 2, etc.)
  • Technical Specifications of equipment and materials shall be in line with IRC’s requirements (will be provided by IRC), environmental standards and relevant international Standards.
  • Technical specifications of equipment shall be compliant in capacity and size with that of current infrastructure of the SDCs
  • Technical specifications shall include a schedule of items (in terms of type, color, model, make) categorically for each space and common areas as appropriate
  • Technical specifications must give detailed explanation of each item of works and not to be general and vague. Standards must be provided for main items of works, materials and products.

 

Development and submission of the works schedule and timeline – with the BOQ

 

  • Works schedule and timeline shall be developed as a chart and submitted with the BOQ

 

Supervision of the works including site visits and the submission of 4 progress reports for each site

 

  • One report per site at the beginning of the works
  • Two interim reports per site during the works
  • One final report per site once all the works have been completed

 

Reports must include photographs, progress charts, progress indicators, etc.

All site visits should be pre-approved by the Ministry of Social Affairs through the IRC.

 

Requirements:

  • Mandatory Engineering (civil, construction) or Architecture degree
  • At least 3 years of work experience in construction and supervising construction works
  • Highly proficient in construction/civil works drawings and software
  • Highly knowledgeable about construction/civil works standards, materials (availability, relevance, prices), and execution
  • Highly proficient in writing construction/civil works reports (preliminary, progress, and final)
  • Willing to visit sites in different areas all over Lebanon
  • Flexible
  • Preferred previous similar experience with NGO/INGO/Government
