Background of the project
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. In July 2012, IRC conducted an emergency assessment in Lebanon that revealed increased risks of violence among women and girls due to the Syrian conflict. Since November 2012, the IRC Women’s Protection and Empowerment (WPE) program has established several static Women and Girls Community Centres (WGCCs) and mobile safe spaces in the North and Bekaa Valley. Within the safe spaces and community centres, the WPE Program aims at increasing access of women and girls to psychosocial and Gender based violence (GBV) case management services and enable communities to identify and mitigate safety and security risks faced by women and girls. All programming is implemented using survivor-centred approaches that prioritize confidentiality, dignity, safety, and respect.
Scope of work
The Data and Reporting Consultant is responsible to act as a main focal point for the WPE program’s data that is collected by frontliners daily and reported periodically to the MEAL department. This person should be reviewing all program’s inserted data, ensuring it is clean and accurate, and maintaining quality reporting to the MEAL department on a timely basis. He/She will be required to follow up on the reporting process, develop needed guidelines and support in updating reporting templates in close coordination with MEAL and program focal points.
Deliverables
Consultant
- Compile, filter and clean collected primary data.
- Ensure the proper documentation and storage of project data (databases, trackers, and monthly reports). Collaborate with field officers and managers data collection needs and activities and support the teams upon need.
- Collect, compile, verify, and safeguard monthly reports sent by WPE managers.
- Monitor data sent by staff on a daily basis to make sure that the tools filled are correct, complete, and accurate.
- Review reporting templates and coordinate with MEAL and Managers to update it upon need.
- Coordinate with MEAL to rectify any data error while coordinating with program focal points.
- Report and follow up as needed on any reporting technical issues.
- Conduct field visits once a month at least to meet up with the team, (check their needs, provide updates, provided technical support, etc.)
IRC WPE and MEAL Team
- Provide the consultant with background information, materials, and access to data.
- Provide the consultant with clear guidance on the specific outputs.
- Introduce the consultant to reporting procedure and tools.
- Provide the consultant with logistic support as needed.
- Support the consultant in developing reporting guidelines and procedures as needed.
Schedule: The data and Reporting Consultant will review, clean, consolidate WPE field data over 4 months.
Key Working Relationships:
Under the Supervision of the WPE Senior Manager
The Data and Reporting Consultant works with the M&E Team, WPE Program Managers, WPE Senior Officers, WPE Quality Assurance Manager, WPE field teams.
Requirements
- Bachelor of Arts or Science in Economics, Statistics, Computer Science, Public Health, or any other related field.
- At least 1 year of relevant working experience in the area of M&E, research, and data collection.
- Proven experience and capacity in conducting field-level data collection and data analysis.
- Strong computer literacy including Excel, ONA, the use of tablets, and apps such as ODK if possible.
- Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
- Good interpersonal and analytical skills, creativity and flexibility, ability to coordinate across several tasks.
- Personal qualities: works well in and promotes collaboration, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
- Fluency in English and Arabic required.
