The Data Management Officer will support implementation of this urban refugee focused project in Mount Lebanon governorate and the T5 area. This project responds to the need to enhance response methodologies for refugees in non-camp settings, from the perspective of both more effective service delivery coordination and more accessible channels for the provision of feedback and dialogue on the quality of services delivered. S/he will be directly responsible for supporting successful development and field testing of two technology-based tools in this regard, with the goal of ensuring on-time and on-budget tool development and refinement. This support will comprise various tasks related to the entry, quality review, analysis and management of data on a cloud-based database with multi-channel input streams. The Data Management Officer will report to the Project Manager – Urban Refugee Response Project, and benefit from collaborative support from the IRC’s regional ICT Solutions Architect.
Major Responsibilities: This position incorporates the following primary responsibilities:
Contribute to design, field testing and refinement of data entry and management tools, including:
Provision of user feedback on tool back-end system interface
Provision of input and feedback on planned field testing methodology
Significant contribution to creation of guidance and awareness materials for public users of the tools
Conducts testing of all tools prior to their finalization and approvals
Create documentation and troubleshooting workflows
Copy edit content to be submitted for publishing inline help tools
Escalate feature and support requests to project manager as necessary. Track issues through to completion.
Compile and analyze user feedback regarding application usability and common issues. Provide this data in useful formats to application developers and project managers.
Maintain accurate and up to date documentation in the service desk ticketing system for all assigned issues.
Create “How-To documentation and training videos.
Provide translation to untranslated strings
Provide regular quality check of data on ServiceInfo
Maintain quality standards for data entered through the tools:
Implement ongoing quality reviews of data entered through the multi-channel input tools, to ensure usability and regular updating
Conduct follow up with public users of tools by phone, in order to address data gaps in data provided
Contribute to development of training materials on use of the tools by both public users and coordinating agencies
Scope of decision making: The Data Management Officer will take independent action and make independent judgments within a clearly defined framework in order to facilitate implementation of the tasks and responsibilities listed above. In general, these decisions will be routine and related to the execution of basic tasks. The Data Management Officer will also contribute as required to decision making regarding the potential scope, need and targeting for future technology-related protection programming. Contribution to this more strategic level of decision making will be based on the Data Management Officer’s insight into effective strategies for ensuring collection of relevant data and means of analyzing and packaging that data for use by related stakeholders.

Job Requirements:
Education:
University degree in a relevant field
Work Experience:
At least 2 years experience in data management
Experience contributing to the development of new data management tools is desirable
Experience working for an international organization, especially in the humanitarian field, is desirable but not required
Demonstrated Skills and Competencies:
Excellent organizational skills, and great attention to detail
Excellent interpersonal skills; ability to effectively liaise with colleagues on all levels in a distributed, multicultural, detail-oriented environment
Familiarity with M&E system design and implementation is desirable
Strong computer literacy, including proficiency in Microsoft Office 2007, is required
Ability to provide quality trainings for new users to applications is desirable
Proactive, flexible, team spirited and willing to learn
Ability to live and productively work under stress and in insecure and harsh environments while maintaining a sense of humor
Experience supporting custom-built internal applications serving hundreds of users
A sense of personal ownership of the applications
Pluses:
Familiarity with helpdesk ticketing systems
Familiarity with a variety of line-of-business applications, such as financial, HR, supply chain and grants management systems
Graphic design software proficiency and know how using
Experience creating/editing video tutorials using Captivate, Camtasia or similar tools
Ability to provide quality trainings for new users to applications
Language Skills:
Fluent written and spoken Arabic is required
Strong written and spoken English is strongly desirable
Working Environment: Standard office work environment with some travel to field locations in Lebanon, as required.
