Job Overview / Summary: The Education Senior Officer will be responsible for overseeing three Education teams (Project Officers and Community Mobilizers) based in North Bekaa (Hermel, Arsaal and Qaa/Lebweh). The Senior Officer will report directly to the IRC Education Manager, and will oversee all community-level activities and monitoring and evaluation of these activities, in supporting formal school enrollment and retention for Syrian refugee children in North Bekaa. The Senior Officer will be based in Zahle, but will be required to travel to field locations in North Bekaa to oversee the implementation of project activities. The Senior Officer will also oversee key relationships with headmasters in both formal schools and vocational training centers (TVET). The Senior Officer will report to the Bekaa Education Manager.
MAJOR RESPONSIBILITIES:
Oversee three field-based teams to ensure program quality and transparency
Monitor the quality of the project, with the Education Manager, against benchmarks determined by the M&E Manager and Beirut-based management team
Supervise the organization of awareness raising sessions, parenting sessions, and peer support sessions at community level
Design and development of new outreach sessions and methodology to support community level work
Be the representative of IRC Education for project activities
Analyze technical gaps and project impact at the community level for project activities
Act as key focal point for data quality and data screening with Beirut-based M&E Manager and Zahle-based M&E Assistant
Ensure data collection and verification of data collected
Conduct regular field visits to ensure successful program implementation
Organize and attend regular meetings with Education Officers and Community Mobilizers to ensure a coordinated and streamlined approach across target areas
Timely identification and discussion of project issues with Education Manager
JOB REQUIREMENTS:
University degree in social science, education, pedagogy, or related field
Minimum of 3 years working experience in the field of education and/or community-level humanitarian work overseeing community-level programming (awareness sessions, parenting)
Adhere program implementation to IRC Child Protection and Education policies at all times, including confidentiality and safe identification/referrals
Knowledge in monitoring, evaluation and planning
Knowledge of development of new community-level awareness raising and assessment tools
Experience in overseeing M&E activities (FGDs, KIIs, CSSs)
Capacity to lead a team (organize, plan and oversee) of community-based field workers
Experience in working with communities (monitoring, training and overseeing educational activities)
Working experience in NGO a plus
Fluency in written and spoken Arabic and English
Travel and other requirements: The position will be based in Zahle, Bekaa with regular travel to field sites in North Bekaa.
