Position Overview:
Under the direct supervision of the Education Coordinator, and in close collaboration with the Education Senior Manager and field-based Education Managers, the Technical Manager will lead the design, delivery and oversight of targeted trainings and overall technical approaches for IRC Education, focusing on the technical oversight of new Early Childhood Education (ECE) and Remedial/Tutoring programming in pilot phase. The Technical Manager will conduct both Trainings of Trainers (ToTs) as well as direct trainings of project teachers and facilitators, and work closely with technical teams and the IRC Technical Unit (NY) to develop and design new training packages based on needs assessments. The Technical Manager will also lead the assessment and identification of potential local partners in the regions where the Education program operates and the development of targeted capacity building plans for each organization.
Job Responsibilities:
Training and capacity building:
Assess capacity building needs within the Education Department’s technical teams (Teacher Trainers, Early Childhood Officers and Psyshosocial Officers) and develop capacity building plans in collaboration with the Education Managers (Bekaa and Akkar)
Oversee and support implementation of capacity building plans at the field level, including training, coaching and on-the-job training, in collaboration with the Education Senior Manager and Education Managers (Bekaa and Akkar);
Direct support of Teacher Trainers and Early Childhood Officers in pedagogical oversight and pedagogical mentoring and training of ECE and Basic Literacy and Numeracy (BLN) teachers and facilitators
Adaptation and contextualization of ToT and teacher training materials for ECE/Remedial pilots
Lead the design, planning and implementation of Training of Trainers (ToT) workshops in Bekaa and Akkar regions to support ECE/Remedial as well as generalized BLN programs
Work with the Education M&E Manager to adapt and refine qualitative and quantitative data collection tools for teachers
Oversee logistical and financial arrangements for trainings to ensure their smooth implementation
Provide on the job mentoring to technical teams to support daily field-based activities
Liaise with IRC’s Technical Unit to oversee the new development of technical materials and technical design approaches
Management:
Provide technical support and leadership for Teacher Trainers, PSS Officers and Early Childhood Officers to ensure cohesion in approaches and strategies
Partnership building:
Lead SWOT analysis and other exercises with selected local partners to identify capacity needs in technical and organizational areas;
Maintain regular contact with local partners and act as focal point for all communications with local partners;
Work closely with the Education Coordinator and Senior Education Manager to draft a strategy for partnership and capacity building for 2015 and 2016.
Others:
Contribute to all Education team activities, including regular team meetings, planning and reporting processes, monitoring and evaluation of activities, field visits;
Promote integration of Education across IRC sectors and programs by regularly liaising with other program teams to identify capacity needs and develop strategies and trainings in response;
Perform any other duties, as needed or requested by the Education Coordinator.
Requirements
Bachelor of Arts or Science in Social Science, Social Work, Business, Public Health, Gender Studies, or other related field
3-5 years professional experience in social services sector; experience working in education sector including teaching, teacher training (ECE and primary) and materials design (training and planning)
Minimum 1-2 years management level experience and/or professional experience in Education sector programming
Strong understanding of educational context in Lebanon
Demonstrated experience in developing, facilitating and evaluating trainings and workshops tailored for teachers and teacher trainers (ToT)
Demonstrated understanding of project management and monitoring and evaluation tools;
Experience building capacity of local organization in technical and organizational development areas
Proficiency in written and spoken English and Arabic required (French recommended)
Willingness to travel across Lebanon, including Arsaal and Wadi Khaled, and provide training within communities (including in informal tented settlements)
Excellent interpersonal and communication skills
Computer literate in Microsoft Word, Excel, and email
Ability to work with minimal supervision
Flexibility, commitment, patience and a good sense of humor
