In response to the influx of Syrian refugees in Lebanon, the IRC has started an Education program, with program strategies to be implemented in various locations such as Akkar and Beqaa Valley focused on Non Formal Education, Retention Support and Community Engagement in support of Lebanese schools. This Integrated Protection and Education program intervention targets the most vulnerable children (street and working children, out of school/out of learning children and out of school adolescent girls) with the aim of providing them with protection services and meaningful education opportunities. The main purpose of this project is to reconnect the most out of school and our of learning vulnerable children with learning activities and help mitigate some of the impacts of the negative coping mechanisms they are exposed to, such as child labour and early marriage
Job Overview/Summary:The Education Technical Manager will be responsible for developing and providing technical support comprehensive and adaptive teaching modalities and efficient learners assessments to the Education team on quality learning. He/she will also provide education technical support to the Women Protection and Empowerment (WPE) and Child Protection (CP) teams to ensure coordination and harmony across the different sectors and maintain the integrated approach as part of IRC's Education programming in Lebanon. The Technical Manager will be responsible for developing materials for and strategies to connect parents and the community to the QITABI 2 program, working in close collaboration with the consortium lead, government stakeholders, and other partners. He/she will provide overall technical support to parent and community material development and engagement related to SEL within QITABI 2, including the development of materials for implementation parent learning circles and multimedia materials to support parent and community engagement and value of social and emotional learning, while ensuring alignment with overall consortium objectives.
Major Responsibilities:
Training and capacity building:
- Produce relevant Education learning materials compatible with the current and upcoming projects.
- Adapt learning materials depending on situation and need including the coordination with Education Coordinator and Technical Advisor.
- Oversee the recruitment of Education consultants and follow up on the quality of deliverables taking into consideration feedback of field teams.
- Ensuring program quality and innovation where possible.
- Assess Technical capacity building needs of the Education team in the different selected program methodologies, and develop capacity building plans in collaboration with Education Managers in addition to ongoing coaching and support of staff.
- Oversee and support implementation of Technical capacity building plans at the field level including training, coaching and on-the-job training in collaboration with Education Senior Manager/Coordinator and Education Managers.
- Lead the design, planning and implementation of Training of Trainers workshops at the field level.
- Adaptation and contextualization of Training of trainers and teacher training materials for BLN, Retention and other Education activities.
- Contribute to the development of concept notes and proposals, including design and writing of technical proposal sections, with relevant support from the IRC Technical Unit and relevant departments.
- Support field based integration of education activities between CP, WPE and Education including outreach, registration, set-up of activities, monitoring of implementation.
- Facilitate regular cross-sector coordination meetings per site between WPE, CP, EDU.
- Document challenges and success stories, in close coordination with CP, WPE and EDU program managers.
- Conduct monitoring visits to Education BLN and retention classes in North and Beqaa as needed.
- Report progress and challenges related to integrated programming to WPE, CP and EDU Program Coordinators and the Senior Integrated Protection Coordinator (weekly/bi-weekly report).
- Supervise and monitor education activities in coordination with Education Managers and relevant teams across the three sectors.
- Oversee of data collection and analysis related to the pilot (ASER, Attendance, TCO, etc.).
- Maintain open and professional relations with team members, ensuring a friendly and professional working atmosphere is created and opportunities provided to share lessons learned, observations and challenges with the Education management team.
- Oversee that the Teacher coaching and mentoring activities are being implemented successfully across the three sectors.
- Perform any other duties as needed and assigned by the supervisor to enable and develop IRC programs.
Parent Content Development and Implementation
- Conduct desk research to inform the development, assessment and monitoring of parent-facing activities.
- Development of parent-facing content for use with parents and corresponding training materials.
- Development of content to improve parent-child relationship and home environment and to reinforce social and emotional learning in the home.
- Work with IRC Technical Unit to contextualize and adapt global and country-specific materials, including content developed under other ongoing SEL and ECE programs.
- Review and share program-specific tools / resources / curricula.
- Support the development of parent and public awareness videos.
- Refine parent learning circle materials based on learning from tracking and monitoring the use of developed materials.
- Work with consortium colleagues to use data to inform periodic review and course correction.
- Coordinate with IRC contracted consultant to review material developed and progress of deliverables.
Capacity-Building and Coordination
- Proactively collaborate with QITABI 2 lead World Learning, government stakeholders, and other partners to ensure SEL integration in parent learning circle and other community and parent-facing materials.
- Develop materials to build capacity related to caregiver engagement in SEL within the consortium and government.
- Support the training of partners and government stakeholders on caregiver and community SEL.
- Support teams with implementation of parent and community materials.

External: Support SEL lead in consortium-related meetings, collaborate with and train government stakeholders and partners as needed.

Job Requirements:
- Master or Bachelor of Arts in Education, a Teaching Diploma or related field is a must.
- Strong understanding of Education context in Lebanon.
- Demonstrated understanding of Monitoring and Evaluation tools.
- Experience in working with vulnerable and/or displaced communities.
- Good analytical and organizational skills.
- Excellent problem solving skills, creativity and flexibility.
- Ability to work under pressure and with minimal supervision.
- Positive and professional attitude, including ability to work well in a team.
- Strong ability to organize work, meet deadlines, prioritize work under pressure, and coordinate multiple tasks.
- Experience in working with children and organizing activities is a plus.
- Working experience in an NGO is a plus.
- Fluency in written and spoken English and French, Arabic is mandatory.
Working Environment: This position will be based in Beirut with regular field visits (including Arsal and Wadi Khaled) and time spent traveling to Informal Settlements and non-formal schools, meeting with community leaders and coordinating with local education actors.
