Background/IRC Summary:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and is at work in over 40 countries.
In response to the influx of Syrian refugees in Lebanon, the IRC provides income and livelihoods support to vulnerable Syrian refugees and host communities, through its Economic Recovery and Development Program. The objective of the program is to assist vulnerable households in the most affected areas of North and Mount Lebanon in meeting their essential needs and increasing their self-reliance; this is expected to ultimately lessen the use of negative coping strategies for survival.
Interventions include financial management training, cash for work, access to training and business development opportunities, legal and job counseling, and job referrals through IRC livelihoods centers in Tripoli, Akkar and Mount Lebanon. Additional market assessments and other research are conducted under this program. These centers aim to improve the employability of vulnerable populations –both refugees and host communities- within the local context where they operate from.
The ERD program will develop synergies with the other programs implemented by the IRC in Lebanon, particularly working closely with the Protection sector to mainstream protection principles into livelihoods approaches and expand program offerings. The ERD program will also seek synergies with the Women’s Protection and Empowerment and Children Protection sectors.
Job Overview/Summary:
The employer relations officer will be responsible for developing strategic relationships with employers and finding suitable vacancies for beneficiaries
Major Responsibilities:
Under the direct supervision of the Livelihoods Center Manager:
- Develop strong relationships with employers in the region to support the project activities for job matching
- Ensure that key relationships are developed and nurtured with employers to provide apprenticeship and employment opportunities for beneficiaries and assess the business needs of Lebanese employers
- Visit employers and vocational training providers to explain the services of the Livelihoods Center and to obtain job vacancies for the referral of jobseekers on a weekly basis
- Conduct analysis on employers in Beirut and Mount Lebanon region, based on desk review of existing information and mapping (with M&E team) of existing businesses and branches.
- Initiate discussions with Lebanese employers on their strengths and weaknesses, and promote IRC’s business development services.
- Record collected information from employers on IRC database
- Generate reports on vacancies and visits
- Hold information sessions amongst Livelihoods Center staff on findings of the outreach activities
- Inform employers and jobseekers on labor law regulations applying to Lebanese workers, as well as to Syrian refugees and migrant workers
- Produce statistics as required
- Ensure publication of job vacancies and other career opportunities
- Coordination with the implementing partner on the delivery of BDS sessions to employers

Job Requirements:
- Bachelor degree in marketing and sales, business administration, communication or equivalent.
- 2-3 years of experience in sales, communications, marketing, recruitment or equivalent field.
- Computer literate with significant experience in excel, some experience with databases or GIS preferred
- Demonstrated experience in report writing, preparing a presentation and effective verbal communication
- Effective communication skills, both written and verbal
- Fluency in English and Arabic
- Proactive approach to making connections and taking new ideas forward
- Team player
- Can confidently work in a stressful environment
Work Environment:
Travel and other requirements: Travel and other requirements: Staff will be based in Mkalles with some travel required between the field office and the main IRC office in Beirut, and frequent travel within Beirut and Mount Lebanon to work with employers.
