The IRC is implementing protection programming in North Bekaa during 2015, which includes protection monitoring and information dissemination, legal service provision and case management of high-risk protection cases in Arsal.  The protection program seeks to promote a protective environment for adults and children.  Protection monitoring contributes to this objective through systematic analysis of the protection environment in areas north of Baalbek, including Arsal, in order to promote a shared understanding of relevant protection priorities amongst all relevant stakeholders.    Job Overview/Summary: Under the direct supervision of the Senior Enumerator, enumerators will be responsible for conducting household visits for verification with the aims of: i) cash inclusion, ii) post-distribution monitoring, iii) impact analysis, iv) Social assessments, and v) any other topic as required, and coding the data/upload on relevant electronic platforms on daily basis. During the HH assessment enumerators will also provide information material (produced by UNHCR/inter-agency working group) to refugees and answer some basic questions raised by the visiting families. In addition for regular household visits, UNHCR may request one-time and or ad hoc support to conduct household visits with amended version of the ODK questionnaire for the purpose to study the impact and use of the cash based interventions. The enumerators will also produce weekly activity reports and send them to the Protection Manager in a timely manner.  Major Responsibilities: Major responsibilities of Enumerators (not exhaustive) are listed below: Conduct 6 to 8 household assessments/social assessments per day, with refugees living in urban areas, and informal settlements in North Bekaa. Utilize digital data collection systems for data collection. Directly upload data in ODK and in RAIS systems to produce clear reports. Provide information material (produced by UNHCR/inter-agency working group) to refugees and answer some basic questions raised by the visited families, as well as making referrals to the protection team when needed. Conduct other duties as assigned by supervisor. Produce weekly activity reports and send them to the Protection Manager in a timely manner. Work to strengthen IRC’s relationship with refugees, refugee/host community leaders and municipal actors in order to maintain good access to POCs. Key Working Relationships: Position Reports to:  Senior enumerator Position directly supervises:  NA Indirect Reporting:  NA Other Internal and/or external contacts: NA Job Requirements: Education: Bachelor degree Work Experience: At least one year’ experience in an NGO. Background in social work is strongly preferred. Experience working for an international organization is preferred.  Good protection background and knowledge of refugee context, as well as demonstrated ability to identify and refer vulnerable cases, is desirable. Experience in regular report writing. Demonstrated Skills and Competencies: Belief in human rights, including gender equality. Ability to remain objective and calm in challenging situations. Good communication skills, including ability to gain trust and build relationships with new communities. High standard of spoken and written Arabic and English, ability to translate desirable. Basic computer skills including Microsoft Word and excel. Good interpersonal skills and ability to work as part of a team, as well as independently. Flexible and able to work in a dynamic and diverse environment. Language Skills:  Some English language skills are desirable. Working Environment:  Located in Baalbek or surrounding areas, the position will involve travel to Zahle and potentially other areas in North Bekaa, as the security conditions permit.
