Erd Livelihoods Programme Officer

BACKGROUND:  The International Rescue Committee is an international organization specializing in emergency and humanitarian programming.  In response to the influx of Syrian refugees in Lebanon, the IRC is starting an Economic Recovery and Development (ERD) program focused on meeting life and livelihood needs of refugee populations.  The IRC livelihood programme activities will be implemented in various locations in the North Governorate.  The Livelihoods Programme Officer will be responsible for field-level implementation of the IRC’s cash financial assistance program, including coordination with programme partners, beneficiary communities, and other organizations. The Livelihoods Programme Manager will represent IRC at field level and ensure the smooth implementation of quality programming that meets the immediate needs of refugee families.   SCOPE OF WORK:   Brief description of the position’s role within the Project(s): The ERD Livelihoods Programme Officer is the primary field-level position for IRC’s emergency winterization assistance programme. The winterization programme is a 3 to 6 month financial assistance programme to support vulnerable refugee and host community households to met their immediate needs during the winter months and reduce the risks for women and girls. The Officer will spend most of his/her time in the field, identifying target communities, establishing relationships with community leaders, overseeing field-level operations, such as the delivery of materials, registration of complaints, payment to beneficiaries and support for partner organizations.   Position objectives: Successful implementation of winterization financial assistance programme, and support for continued fundraising and program development Establish and maintain transparent, functional relationships with target communities Ensure daily activities at the field level follow implementation guidelines Ensure successful distribution of payments Ensure good relationships between IRC, the partner organization and the community.     Who this position reports to: ERD Livelihoods Programme Manager     RESPONSIBILITIES:   Programme Implementation Apply technical knowledge and skills to implement and/or assist in community delivery of program activities Promptly identify and recommend solutions to technical issues Monitor progress against programme workplan; promptly identifying any current or potential  delays Prepare Purchase Requests for program supplies/activities and undertake field procurement as designated and authorized Work with and provide timely technical support to the IRC’s implementing partners; maintain respectful and constructive relations with partner staff Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation Identify beneficiary communities   Programme Monitoring & Reporting   Ensure all monitoring activities are fully documented, including systematic and timely data collection for beneficiary questionnaires, regular market monitoring and  post-distribution surveys. Produce/contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements. Assist in the collection of data, assessments and proposal development for the sector.         Coordination & Representation   Work collaboratively with IRC logistics and finance staff as required to process Purchase Requests and Payment Vouchers Collaborate closely and on a day to day basis with IRC’s implementing partner in Akkar.   As requested undertake/participate in liaison, coordination, and information sharing activities with national NGOs, international organizations, donors and government       Other   Other duties as assigned by the supervisor to enable and develop IRC programs       Professional Standards   All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

• Bachelor of Arts or Science in Social Science, Economics, Agriculture, Food Security, Public Health, or related field
• 2-3 years of experience implementing cash transfer, cash for work, or voucher programs, preferably in a humanitarian or emergency context. Additional technical experience in micro-enterprise development, agricultural labor market strengthening, and value-chain or market analysis highly preferred.
• Proven abilities in developing program implementation plans and working collaboratively with community groups and partner organizations to successfully achieve programme objectives
• Demonstrated experience and capacity in conducting emergency assessments, field-level data collection, and experience analyzing field data and concisely reporting on results.
• Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
• Excellent interpersonal and problem-solving skills, creativity and flexibility
• INGO experience preferred
• Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
