BACKGROUND: The International Rescue Committee is an international organization specializing in emergency and humanitarian programming. In response to the influx of Syrian refugees in Lebanon, the IRC is starting an Economic Recovery and Development (ERD) program focused on meeting life and livelihood needs of refugee populations. The IRC ERD livelihood programme activities will be implemented in various locations in the North Governorate. The ERD- M&E Assistant will assist in the field-level implementation of the IRC’s cash financial assistance program, including working with beneficiary communities and IRC’s field partner’s organization.
SCOPE OF WORK:
Brief description of the position’s role within the Project(s): The ERD- M&E Assistant is the secondary field-level position for IRC’s ERD cash assistance programme. It is now a 6 months financial assistance programme to support vulnerable refugee and host community households to meet their immediate needs and reduce the risks for women and girls to rely on negative coping strategies for survival. The ERD-M&E Assistant will spend most of his/her time in the field, assisting in the identification of target communities, and ensuring all monitoring activities are taking place in a timely manner.
Position objectives:
The main objectives of this position are as follows:
Assist in implementation of daily activities and monitoring assessments at the field level
Ensure the sharing of information and updates about field activities with ERD Livelihoods Programme Officer and IRC’s partner organization
Who this position reports to: ERD Livelihoods Programme Officer
RESPONSIBILITIES:
Work in close collaboration with the ERD Program Officer to ensure full implementation of all related field activities including:
Beneficiary household vulnerability assessments
Beneficiary notifications about enrollment in the program and cash distribution schedule
Cash distribution and information sessions
Post distribution monitoring assessments
Market monitoring
Assisting the IRC’s partner’s organization and field teams in verifying the accuracy of data collected at all stages of the program, and in particular at the beneficiary identification phase
Coach the field teams during their performance of tasks and provide assistance/support if and when needed
Share beneficiary questionnaires, regular market monitoring and post-distribution surveys with ERD Program Officer and Data Manager for regular and systematic documentation
Assist ERD Program Officer and Data Manager in analysis of the collected data
Assist ERD Program Officer in ensuring that all activities are carried out and that all deadlines and targets are met

Other duties as assigned by the supervisor to enable and develop IRC programs
