Erd- Sr. M&e And Database Officer

SCOPE OF WORK:   Brief description of the position’s role within the Project(s): The Sr. ERD M&E and Database Officer is a field-level position supporting the IRC’s ERD programme. It is now a 6 months financial assistance programme to support vulnerable refugee and host community households to meet their immediate needs and reduce the risks for women and girls to rely on negative coping strategies for survival. The programme is intended to expand with the inclusion of interventions aimed at supporting livelihoods and self-reliance of vulnerable refugees and host communities. The Sr. ERD M&E and Database Officer will spend most of his/her time in the field, overseeing data collection related to prospect beneficiaries and selected beneficiaries, as well as to local markets, and ensuring that all monitoring activities take place in a timely manner and according to the M&E plan and templates.   Position objectives: The main objective of this position are as follows: Ensure that data on beneficiaries, processes, progress and performance are timely and successfully collected, entered and analyzed, in a way to inform timely decision making and the adoption of sound corrective measures.   Who this position reports to: ERD Coordinator   RESPONSIBILITIES:   Under the lead of the ERD Coordinator: Support the design of the M&E system for the whole ERD Program Participate in the design of assessments, their terms of reference, tools, and plans (e.g. vulnerability assessment, Post Distribution Monitoring, Market Monitoring) Design databases of prospect and selected beneficiaries, as well as of beneficiaries’ feedbacks ensure the information is kept up to date and that is disseminated in a user-friendly way when requested by the ERD Coordinator In coordination with the ERD Field Officer(s) of each ERD program component, plan data collection activities in the field In close collaboration with the Field Officer(s) of each ERD program component, monitor and report on data collection for all ERD activities (“Cash Assistance” and others that may be introduced), in order to ensure timeliness and accuracy of data. Data gathering will be carried out through different methodologies (e.g. surveys, focus group discussions, spot checks) In close collaboration with the Database Officer, monitor and report on data entry and data cleaning for all ERD activities (“Cash Assistance” and others). Support data analysis and reporting for all ERD activities (“Cash Assistance” and others)  by contributing to the design of databases, data entry sheets, and analysis plans, and by supervising the production of tabulates, cross-tabulates and charts Monitor the progress and performance of activities by conducting spot checks at different stages of the program implementation and report on findings through appropriate documentation. In coordination with the ERD Cash Field Officer, organize and lead the market monitoring exercises, by planning data collection, overseeing data collection and data entry and producing reports. Organize and co-facilitate training for staff on M&E processes. Create and keep the hard and electronic files related to all M&E activities. Other Other duties as assigned by the supervisor to enable and develop IRC programs   Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

• Bachelor of Arts or Science in Economics, Agriculture, Food Security, or related field
• Certification or specific training in Statistics and/or Data Management highly preferred
• Proficiency in the use of statistical methods for socio-economic research
• At least 3 years of relevant working experience in the area of M&E
• Demonstrated experience in developing assessment tools (e.g. questionnaires, focus group discussions)
• Demonstrated experience and knowledge in developing and managing databases
• Demonstrated experience and capacity in conducting field-level data collection and data entry
• Demonstrated experience and knowledge in data analysis
• Previous experience in drafting reports
• Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
• Excellent interpersonal and problem-solving skills, creativity and flexibility
• INGO experience preferred
• Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
• Fluency in English and Arabic required, written and oral
