Field Manager

SCOPE OF WORK: The IRC is currently seeking a Field Manager for its Lebanon Program, based in Tripoli with travel time to program locations. The position will work with the country management team to ensure that organizational security, supply chain human ressources and finance policies and procedures are responsive to the context, adequate and known to staff. Responsibilities: Safety & Security:- Undertake ongoing analysis of the context and developments in relation to the security situation. - Develop and maintain up-to-date context analysis and risk assessment.- Develop and maintain an incident reporting system in line with IRC policy.- Maintain close contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure gathering of reliable security information.- Undertake regular and ad hoc security assessment missions as necessary, in order to gather information and to analyse the overall security situation in existing and potential areas of intervention.- Support country management to develop a security management system which includes a security management strategy (including detailed acceptance strategy) and plans and which allow for the continuous updating of security measures. - Provide crisis management support to senior management for incident response, reporting and analysis.- Ensure that the supporting departments have in place an appropriate system to facilitate good security management.- To ensure that there is a Fire Safety Plan in place and that quarterly fire drills are carried out.- To ensure that there are fully stocked First Aid Kits available in all IRC Vehicles, Offices, Warehouses and Guesthouses, at all times. Financial Management: - Responsible for the management of the field office petty cash- Perform petty payments in the field with adherence to IRC petty cash policy- Prepare all documentation required for petty cash replenishment- Keep the petty cash in a safe and secure place in IRC office- Any other reports requested by Finance- Work closely with the finance controller Supply Chain: Fleet and Transport- Ensure that log books are verified and signed- Review and approve fuel vouchers- Strictly monitor fuel utilization and vehicle efficiency- Verify vehicle fuel payments in accordance with IRC vehicle use policy- Ensure keys for vehicles are kept safe and secure and vehicles are only utilized by authorized driversProcurement- Work with Supply Chain to ensure that any field procurements are done in accordance with IRC policies and procedures, ensuring that the purchases of goods and services are appropriate in terms of quality and fair market price- Ensure that all purchases are properly authorized in accordance with IRC Finance and Supply Chain policies and procedures- Prepare weekly procurement reports and send to all programs and departments- Ensure that all other procurement files are maintained- Prepare and submit to the Supply Chain Manager a compiled and complete PR tracking sheet for all procurement activities in the field office Warehousing, Assets and Inventory Management- Ensure that any IRC warehouses are well maintained.- Ensure that there is controlled access to all IRC stores and ensure that stores premises are secure- Ensure that the filing system for stores is well maintained- Review monthly stock reports- Inventory stock takes and reports are submitted to supply chain HQ when required- Ensure that an updated assets inventory sheet is maintained on monthly bases- Ensure that all IRC assets and equipment are well maintained- Ensure that an up to date filing system for all assets maintainedFacilities Management- Coordinate with Suplly Chain Officers to ensure upkeep and general IRC facilities management- Monitor stock consumable items such as toiletries, light, bulbs/tubes and arrange to replenish supplies in accordance with IRC current procedures Human Resources Management & Development - Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.- Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews. - If/as required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.- Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning Process- Adhere to and act in accordance with the IRC Global HR Policies and Procedures- Adhere to and serve as a champion of the IRC Way Standards for Professional Conduct Coordination & Representation - Develops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflicts. - Establish a network of contacts with local stakeholders such as government, (I)NGO’s, UN, partners, communities to share and exchange information.- DDO and senior management staff to inform and co-ordinate on security issues.- Relevant support staff in order to ensure that all logistical, financial, IT, HR and administrative elements of the security management system are in place.- Lead coordination between IRC logistics, finance, program and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings. Objectives - Lead the setting -up of the field office and relevant sub – offices including staffing and ensure adequate systems are in place to support the effective operations of all programs and support activities located in the field office.- Supervise support staff located in the field office and provide day – to – day management support to programs operating from the field office. - Actively work with the respective sectors and support departments located in the main office to systematize support visits, effective implementation of agreed upon systems, and overall coordination. - Represent IRC, as delegated, at relevant coordination forums and ensure effective representation and coordination with other actors including INGOs, government officials, and local partners.- Collaborate closely with technical program coordinators and the Deputy Director of Programs to response to the needs. Qualifications and Experience: - Experience in logistics, procurement, or related field. - Fluency in Arabic and ability to communicate clearly and effectively in English required. Proficiency in French desired.- INGO experience preferred- Strong ability to prioritize work under pressure, maintain attention to detail, and coordinate multiple tasks to meet deadlines- Effective time management and organizational skills- Excellent interpersonal and problem-solving skills, creativity and flexibility. Energetic, with great networking and communication skills- Driver’s License- Considerable practical experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations.- Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.- Proven experience of field based training.- Ability to advise and support field staff in a consultative manner.- Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. Must be organised and efficient.- A sound understanding of the importance of gender.- Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.- Willingness to travel at short notice, and often in difficult circumstances.- Committed to IRC principles
