Background & Opportunity
As part of the global International Rescue Committee (IRC) plan and to ensure sustainability IRC Lebanon is working with local NGOs throughout its different programs. The Education program has been working with a local organization for the past 2 years. Throughout this period IRC provided ongoing support to build the capacity of the NGO’s staff and enhance the quality of services provided.
IRC is looking for a consultant in finance management that can provide quality financial support and capacity development. The financial consultant will work closely with the IRC partner in supporting them in setting a proper system that would support their provision of services and growth.
Objectives
- Assess the financial management gaps and needs of the local partner
- Review exiting financial policies of the local partner
- Amend and develop financial policies and guidelines based on needs
- Develop templates and tools to facilitate the implementation of the reviewed financial system
- Assist in the Implementation of the financial management system
- Build the capacity of the new senior accountant for proper financial management
Tasks
To achieve the above objectives, the consultant is expected to:
- Review and assess the organization’s existing financial policies and tools
- Develop policies, procedures and tools based on the needs of the organization and with the support of IRC Finance & Partnership departments with a focus on:
- Personnel and payroll
- Authorization matrix and segregation of duties
- Budgeting ; financial reporting; forecasting and spending plans
- Accounting policies based on identified needs such as petty cash, advances, cash and banking
- Develop a capacity building plan for the relevant staff at the partner’s office to ensure a proper transfer of knowledge.
- Train the senior accountant on the organization’s accounting software SWAP
- Ensure that the implementation of the created policies and procedures
Deliverables
Assessment report and work plan including list of tools and templates to be developed.
Tools and templates based on the needs and gaps identified. Capacity building plan to the senior accountant and other relevant staff including but not limited to on-the-job and coaching sessions to the senior accountant for a period of one month at a frequency of 3 times per week. Bi-weekly progress report (including financial management ad capacity building).
Final report of the work: including a finalized finance manual.

Partner’s offices in Beirut and Bekaa with visits to IRC’s offices in Ashrafieh
