Grants And Compliance Manager

Job Overview/Summary: Based in Beirut, with some travel to other regions where IRC projects are implemented, this position will be a leading role in the grants unit. Reporting to the Grants Coordinator, this position will work closely with sector heads, finance and operations on compliance, donor regulations and reporting. Major Responsibilities: Grants Administration: Help to ensure that all IRC grants or contracts in Lebanon are well-administered (including maintenance of comprehensive grant files) and implemented in compliance with the relevant donor regulations and IRC procedures. Help to coordinate internal and external reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements. Maintain close collaboration with all relevant departments in preparation of donor reports. Act as focal point for sub-grantees, communicating templates and guidance on proposals, ensuring forward planning and preparation for donor report writing, adherence with IRC-NY and IRC-UK requirements and timelines, and timely submission of sub-grantee reports. Ensure that sub-grant related administrative processes and procedures are standardized and consistently implemented throughout the program, including pre-award compliance checks, agreements, disbursements, reporting and partner capacity-building. Support program staff in assessing partnership opportunities and ensuring that partners receive appropriate capacity-building support in relation to their needs. Work with operations department in ensuring that relevant donor procurement and asset management rules are followed for all grants. Ensure quality information management related to grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and Grant Unit tools. New Business Development: Help to manage responses to business development opportunities, including setting calendars for project development and approval. Assist in compiling and editing sectors’ developed budgets and ensure communication & coordination between all departments (finance, programs, and operations) in drafting of budgets. Assist Grants Coordinator in donor liaison and communication as requested. Ensure proposals, programs and projects are up to date in the OTIS (Opportunity Tracking Information System) database. Monitoring and Evaluation: Assist Grants Coordinator in running monthly grant monitoring meetings to ensure that grants are implemented in compliance with the IRC and relevant donor regulations, to ensure strong financial management, to ensure the proper operational openings and closings of grants, and to ensure monitoring and evaluation of programmatic progress. Support the follow-up to action points from these meetings. Contribute to the development of strong data collection and monitoring & evaluation plans within each proposal, including well-designed log-frames and indicators, and ensure that project indicators are regularly and systematically monitored and reported on. Conduct monitoring visits to field locations to observe and understand the progress of project implementation, security protocols permitting. Other: Build grant management capacity of field staff by assisting Grants Coordinator in trainings, and providing in report writing, proposal development, budget management, indicator tracking, IRC-specific tools, and other topics as/if needed. Keep documentation of institutional knowledge and program activities in coordination with relevant sector supervisors and coordinators. Key Working Relationships: Position Reports to:  Grants Coordinator Position directly supervises:  NA Indirect Reporting:  Deputy Director for Programs Internal: Works with Finance, Programs, Supply Chain, HR and Security as necessary to draft proposals, reports, or compliance issues. External:  Liaises with donors at Grants Coordinator’s request Job Requirements:  Work Experience: Two years international work experience in relief or development programs; regional experience preferred. Demonstrated Skills and Competencies: Demonstrated successful experience developing projects for public and private donors. Demonstrable understanding of project planning and management cycles. Demonstrable high-level performance management and team-working skills, with experience in managing multiple donors. Previous experience in working with European and US public donors. Language Skills:  Very strong English verbal, written and editing skills, Arabic skills also preferred. Certificates or Licenses: N/A Working Environment: Located in Beirut, the working environment will be predominately office-based (90%), with some field visits (10%). It will may involve travel to other locations in Lebanon, in line with grants needs.
