Health Manager - Akkar

Job Overview:  

The Health Manager is responsible for the quality of the IRC health activities implemented in the North. S/he will oversee all aspects of coordination, monitoring and capacity building for partners’ staff and activities, and will ensure that all Primary Healthcare (PHC) components are implemented according to the Ministry of Public Health (MoPH) standards and requirements.

S/he will also ensure that collaboration between health activities and other IRC departments such as the Women’s Protection and Empowerment, Early Childhood Development and Child Protection is ongoing, to design and implement integrated activities through a holistic approach.

S/He is managing IRC health team members in the North.

 

Major Responsibilities:

Technical

  • Review IRC’s partners’ implementation ensuring technical aspects are followed based on the MoPH, WHO and IRC guidelines.
  • Monitor the referral requests that include imaging and laboratory diagnostic exams.
  • Conduct and oversee needs assessment for health activities to plan and add health activities in the field.
  • Develop and maintain working relationships with other health actors in shared implementation areas for effective coordination; assist and represent IRC in any relevant health coordination and cluster meetings.
  • Work in close collaboration with field management teams and other sector departments to ensure proper coordination and implementation of integrated approaches; attend regular site-specific field coordination meetings; provide regular reports as it relates to health activities.
  • Work closely with the Monitoring and Evaluation team to analyze morbidities, service utilization, and care seeking behavior.
  • Monitor early warning systems for outbreaks and investigate emergence of communicable diseases in coordination with MoPH and other partners.
  • Contribute to the development of new health projects and proposals based on identified health needs and gaps and aligned with IRC SAP.
  • Develop learning materials in coordination with the Health Coordinator, and Technical Unit (TU) to pass it on and deliver it to partners and field staff.
  • Develop and implement capacity building approaches to build the strengths of the team.

Quality

  • Regularly assess quality of documentation in medical records, ensuring the level of documentation meets international quality guidelines and supports patient safety, adequate referral process, continuity of care and medico-legal requirements.
  • Monitor the quality of services at the PHCCs and identify gaps according to MoPH standards.
  • Track the performance of the PHCCs towards meeting a set of quality improvement indicators.

Staff Management

  • Monitor the health team’s performance according to their assigned tasks and provide regular feedback to the Health Coordinator.
  • Coach and supervise all health staff of the regions.
  • Assess the training needs of IRC health staff and partners staff and ensure appropriate training is conducted.

Project Management

  • Ensure proper and quality implementation of current health projects and grants.
  • Contribute to the development of expenditure and procurement plans to guide implementation of grants in the field.
  • Write and submit quality monthly/quarterly reports with inputs from the field-based health teams and partners.
  • Review budget vs. actual expenditure for the field program on a monthly basis, and in collaboration with the Health Coordinator provide recommendations and interventions to correct any identified deviations.
  • Monitor monthly expenses and payment related to the field program and ensure they all meet IRC standards.
  • Work closely with the logistics team to identify procurement and supply issues and support the identification of corrective actions.
  • Work closely with MEAL unit to review, identify, and put corrective action measures for the health activities to ensure data-driven decisions are taken and implemented to assure consistent quality of health program.

Job Requirements:

Education and Work Experience

  • Health University Degree and background with master’s in public health or other health related management degree.
  • Three years’ experience in coordinating, implementing and managing health programs.
  • NGO experience in health field, preferably in Primary Healthcare settings.

 

Demonstrated Professional Competencies & Technical skills

  • Strong interpersonal and intercultural communication with success working both within a team and independently.
  • Strong written and oral communication skills, effective in representation and liaison with external parties.
  • Previous experience with information management, health data analysis and use of data for program improvement.
  • Strong time management skills with ability to manage competing priorities and deadlines.
  • Ability to be flexible, adaptable, creative, and innovative in a challenging and fast-moving multicultural environment and promote teamwork.
  • Strong program and technical knowledge as well as planning, reporting, monitoring and evaluation skills.
