Ict For Programs Manager

The ICT for Programs (ICT4P) unit under the Economic Recovery and Development (ERD) sector supports livelihoods programs in Lebanon focused on conditional cash programming, job and legal counseling, job referral and employment services, and access to short term skill and on the job training.  The program will have field offices in Deir Dalloum (Akkar) and Mt Lebanon. The ICT4P Manager will apply innovative uses of technology that directly help beneficiaries and improve program quality and delivery. In addition to strong technical skills, this position will require a person with superb business process analysis and interpersonal skills. The ability to extract data and contribute to the analysis of patterns and related trends is needed, with the subsequent ability to synthesize the data into information consumable by program leadership. The ICT4P Manager will report directly to the Senior Monitoring and Evaluation Manager while working closely with the ERD Coordinator and other ERD Managers, directly overseeing the work of ICT4P officers and assistants. The ICT4P Manager will also be expected to work closely with the Regional ICT4P Coordinator based in Amman, the Information Technology department, and ERD’s technology advisor to coordinate all program activities of the unit with new and existing ICT initiatives. RESPONSIBILITIES ICT Development, Leadership and Support Support data gathering and information management activities, to include: Creation of electronic surveys using open source tools like ODK Collect, KoBo Toolbox, or otherwise; Report writing and dashboarding; Generation of maps and data visualizations. Maintain and support all information management systems related to ERD programs, including (but not limited to): Client management systems at two (2) Livelihoods Centres in Akkar  and Mount Lebanon as well as maintaining access at the Beirut office; Unique ID generation and ID Card creation. Serve as main focal point with any external vendors developing and supporting any technology systems in place for programs Manage the Software Development Lifecycle (SDLC): Consult with program staff on information and application needs; write specifications and project plans; and lead application and tool development against those plans. Train and manage ICT4P data analysts, officers, and assistants. Business Analysis & Program Management Build and maintain strong relationships with internal departments and cultivate a deep understanding of the ICT4P engagement model and offerings across the agency. Create project proposals in coordination with business stakeholders, including requirements and use cases; deliver clear documentation for execution, including project scope, key stakeholders, assumptions, budget, and functional requirements. Coordinate maintaining a roadmap of short- and long-term ICT for Programs initiatives within ERD Lebanon programs. Monitor quality, activity timelines and due dates for deliverables to ensure staff meet internal and/or external requirements and deadlines. Provide project management or oversee project management resources for active projects, as needed. Reporting and Communications Complete projects that require data mining, analysis, and presentation. Identify relevant trends, do follow-up analysis, prepare visualizations. Develop reports and dashboards. Prepare and update sector and/or geographic ‘fact sheets’, data requests, and other program and external communications information as necessary for dissemination to donors, peer organizations, or other relevant entities. Manage all internal and external reporting, ensuring high-quality, well-written and timely reports on key program highlights/issues that meet donor and IRC requirements, with support from the program managers/coordinators. Other duties as assigned by the ERD Coordinator. REQUIREMENTS Demonstrated experience analyzing data with SPSS, STATA, or R Programming preferred. Working familiarity of programming languages such as Python, PERL, Java, Ruby or .Net preferred. Working familiarity with managing databases including with SQL required; experience building databases preferred. Working familiarity with tools like Zoho Reports, Tableau, Qlikview, Excel. Experience training staff on the use of technologies including translating technical terms into common language. Self-starter – must be productive with minimal direction. Excellent visual design sense regarding clear and accurate presentation of data. Two years minimum work experience in international humanitarian or development field with exposure to ICT for Development (ICT4D) initiatives. Ability to work in a multi-cultural environment and travel as required to project field sites. Excellent interpersonal, oral and written communication skills; demonstrated ability to successfully work in a fast-paced environment within and across departments/functions/geographic locations, and develop positive relationships with locally and remote based staff. Excellent spoken and written English and Arabic language skills required
