Livelihoods Assistant - Wadi Khaled - FOR NATIONAL CANDIDATES ONLY

Program Background:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and is at work in over 40 countries. 

In response to the influx of Syrian refugees in Lebanon, the IRC provides income and livelihoods support to vulnerable Syrian refugees and host communities, through its Economic Recovery and Development Program. The objective of the program is to assist vulnerable households in the most affected areas of the Akkar, Tripoli and Mount Lebanon in meeting their essential needs and increasing their self-reliance; this is expected to ultimately lessen the use of negative coping strategies for survival.

Interventions include unconditional cash assistance, financial management training, cash for work, access to training and business development opportunities, legal and job counseling, and job referrals through a livelihoods center. Additional market assessments and other research are conducted under this program. The main target groups are acutely vulnerable registered and unregistered Syrian refugees and Lebanese households.

The ERD program will develop synergies with the other programs implemented by the IRC in Lebanon, particularly working closely with the Protection sector to mainstream protection principles into livelihoods approaches and expand program offerings.  The ERD program will also seek synergies with the Women’s Protection and Empowerment and Children Protection sectors.

 

Position Overview:

The IRC started up a Livelihoods Centre (LC) in Wadi Khaled, Awade area, to serve as venue for IRC’s ERD activities (e.g., candidate assessments, microenterprise support, apprenticeship, financial management, and vocational trainings, etc). It also serves as a space to provide advice to both job-seekers and employers on legal matters pertaining to Lebanese labour regulations. Job-seekers will be advised on their rights as workers and on working conditions they should expect. The LC will advocate for employers to offer decent working conditions to their employees, including equal wages,minimum wages, working hours, and safety and health at work

The Livelihoods Assistant will work in the Livelihoods Center and frequently travel to the field locations in the project catchment area (Wadi Khaled).

 

Major Responsbilites:

Registration

  • Provide front-desk coverage during working hours of the Livelihoods Center
  • Answer phone calls, offer general information on the Livelihoods Center and its services and respond to inquiries, directing jobseekers and employers to the relevant Livelihoods center staff for specific matters/queries;
  • Conduct the registration screening questions prior to the registration of any client to identify their eligibility criterias as per the LC rules.
  • Interview job seekers and register them for employment using appropriate forms or the computer data base to record individual profiles, occupational codes and client group categories;
  • Provide information to jobseekers on employment options, including self-employment, training courses and business start-up opportunities;
  • Assist with data collection on the local labour market and enter information on the database;
  • Be responsible for the logistical arrangements of meetings, workshops and other events of the Livelihoods Center;
  • Other duties as assigned

 

Monitoring and evaluation

  • Participate in data collection for several ERD assessments and monitoring exercises: intake, baseline , outcome , endline, post distribution monitoring and  other follow up with beneficiaries by phone or on the field
  • Help organize and conduct focus group discussions with beneficiaries and community representatives, taking notes and providing support. 
  • Draft and submit reports on a timely basis after the field visits (spot check and asset verification)  and according to templates provided by the Deputy M&E Manager
  • Assist the IRC’s partner’s organization and field teams in verifying the accuracy of data collected at all stages of the program, and in particular at the beneficiary identification phase
  • Provide inputs and feedback to improve programmatic implementation or M&E activities.
  • Conduct pre-enrollment verification for the clients registered in our livelihood center before service enrollment.
  • Conduct data quality check on LIMS (Livelihood Information Management System) for all forms filled.
  • Other duties as assigned

Job Requirements:

  • Bachelor in Business Administration, Human Resource Management or related fields.
  • Minimum of 1-2 years of professional experience in Administration/Office Management. Previous INGO experience is an advantage
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Strong sense of personal integrity.
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well
  • Fluency in Arabic and English, both written and oral
