SCOPE OF WORK:
The Livelihoods Promotion Manager is the senior IRC position working on livelihood protection and promotion in Lebanon. The Manager is the central interface between the Economic Recovery and Development (ERD) Coordinator and the IRC field team, administrators, vendors and partners. As the program lead, the Manager’s first responsibility is overseeing the day to day implementation of an emergency Livelihoods Promotion programme and supervising the field-based Officers working with the local partner, communities and beneficiaries. The Manager is expected to travel to the field frequently for coordination, implementation support, programme monitoring and field-level decision making (up to 50% of time).
POSTION REPORTS TO: IRC ERD Coordinator
RESPONSIBILITIES:
Staff Supervision & Development
Directly supervises Livelihood Programme Field Officer/s and office based administrative staff
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.
Plan/coordinate and oversee staff workplans, work and vacation schedules, and staff training/development activities
If/as required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
Programme Planning & Implementation
1. Planning, leadership, and program management:
Formulate, design and take responsibility for the overall IRC’s Livelihoods Promotion Programme
Identify livelihoods opportunities and design interventions accordingly
Develop and manage monitoring, evaluation, and impact assessment activities for the program
Develop and monitor the program budget
Take leadership and responsibility for managing human resources in the program, including team development and capacity building activities as well as contributing to an encouraging, positive, flexible, and professional working environment
2. Partner Management
Serve as the main focal person in the field for the IRC’s implementing staff and partners; maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination
Regularly monitor performance of the Partner to achieve the set project’s objectives; provide technical support and guidance; share relevant information and direction to improve quality and achieve timelines
Review partner financial and narrative submissions, including M&E data; provide advice and guidance to improve accuracy and quality as required.
3. Communication, collaboration, and partnership development:
Work closely and coordinate with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings
Establish and maintain partnerships and constructive dialogue and coordination with stakeholders in the region and beyond (government officials, NGOs, research institutions, donors, etc.) for strategic collaboration to contribute to IRC’s work in promoting
Represent IRC in all inter-agency coordination meetings at central and field levels when needed
Represent the IRC in sectoral and technical coordination bodies, and take the lead on inter-agency cooperation and information sharing with national NGOs, international organizations, donors and government
4. Fundraising and resource mobilization:
Lead resource mobilization activities to secure program implementation, e.g., write concept notes and proposals;
Develop and maintain dialogue with donors; promote IRC’s assessments, development, and capacity building activities;
5. Work as a team player within IRC:
Support other program and activities in particular the IRC’s Cash Assistance program and the IRC’s WPE Program

Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
Other duties as assigned by the supervisor to enable and develop IRC programs

• 2-3 years of experience leading teams in a humanitarian context, preferably during an emergency.
• 3 years of technical experience implementing livelihoods programmes Additional technical experience in micro-enterprise development, agricultural labour market strengthening, and value-chain or market analysis highly preferred.
• Proven abilities in managing teams, monitoring staff performance, and providing technical support and coaching to field teams.
• Prior experience in developing program implementation work plans, data collection and analysis, and program reporting
• Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
• Excellent interpersonal and problem-solving skills, creativity and flexibility
• INGO experience preferred
• Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
• Fluency in English and Arabic required
