SCOPE OF WORK: The LIO (Akkar) will oversee the logistical and engineering requirements for the start-up and ongoing implementation of safe and appropriate community-based education activities as part of a broader education strategy.
Position objectives:
Effectively oversee the logistical implementation of community schools (tents and/or refurbishment of existing buildings) to a child-friendly international standard
Effectively oversee the deployment of classroom supplies, furnishings and learning materials to ITS locations in North Lebanon
Ensure high quality coordination with both the regional and national supply chain departments of IRC, and communicate effectively with Senior Management on all issues and concerns related to schooling sites for the project

RESPONSIBILITIES:
Activity Planning & Coordination
Prepare and maintain/update detailed logistical workplan(s) that support and achieve the overall project implementation goals within the necessary timeframe
Work closely with Supply Chain and communities to identify materials requirements and sourcing options for building/classroom materials
Coordinate the creation of minimum standards for schooling sites with other education NGOs working in the region
Logistics
Ensuring that materials needed are procured in a timely and reasonable fashion
Supporting the deployment of materials/overseeing the distribution of learning materials and supplies to all ITS locations
Supporting the collection of data on quality assessments for these site locations
Coordination & Representation
Ensuring that material procurement is coordinated with Supply Chain department
Ensure that implementation is following global IRC standards for quality
Work closely with other IRC sectors (Child Protection, Protection, Economic Recovery and Development) to identify knowledge sharing and synergies with site/building creation in ITS camps
Engineering
Conduct infrastructure assessments on existing structures and created structures holding classes for the CBE project
Identifying the building needs and requirements for tented or building-based classes
Administrative follow up on building/assessments with contractors/suppliers
Working with the communities to help identify suitable spaces for classes in ITS locations
Other
Other duties assigned by managers to ensure the successful launch of CBE programs
Clear communication with management on progress and challenges faced

While working on an IRC project, you are required to adhere to THE IRC Way Standards for Professional Conduct and the country employment policies.
REQUIREMENTS:
Experience with engineering, building assessments, structure assessments, logistical coordination
Familiar with emergency contexts and issues, specifically ITS settings
Knowledge, skills and experience in participatory methods of community development and mobilization.
Comfortable attending and facilitating meetings and representing education issues.
Excellent interpersonal and problem-solving skills, creativity and flexibility.
Positive and professional attitude, including ability to work well in a team setting.
Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.

Travel and other requirements: The position will be based in Zahle, with some travel required between the governorates and the main IRC office in Beirut.
