The IRC is a member of the SGBV Task Force that serves as a national coordination mechanism to support implementation of quality prevention and response activities for GBV. The national coordination body is further supported through 5 SGBV Field Working Groups in Akkar (Qobayat), Bekaa (Zahle), North (Tripoli + 5), South (Tyr) and Mount Lebanon (Beirut).
Responding to the gap in having a more unified, clear M&E framework for the GBV sector in Lebanon, IRC has consulted with the SGBV Taskforce and identified a need for a comprehensive review of the tools being used for monitoring and evaluation. While many organizations and agencies have internal M&E systems, there are few tools that have been agreed upon to be used across the sector, particularly when reporting for the LCRP. With the agreement of the SGBV Taskforce, IRC will support the sector to conduct a review of the M&E tools and frameworks currently being used by organizations and agencies and to develop a toolkit that directly relates to measuring quality service provision and impact-driven indicators that allows for more accurate monitoring and reporting.
The IRC is hiring an M&E Consultant to facilitate this process and ensure a comprehensive toolkit, including training of M&E staff members from across the SGBV sector on usage of all tools. This consultant will be hired and managed by the IRC, but will be asked to serve as an inter-agency interlocutor for discussions on the M&E framework for the GBV sector.
Responsbilities:
Collect tools from the SGBV Taskforce members and map existing tools versus needed tools according to the SGBV framework for 2016 in the LCRP
Identify best practices across tools within the GBV sector and other protection sections (Protection, Child Protection) to identify recommended tools or methods
Identify gaps in existing M&E tools and work with the sector to adapt appropriate tools to meet the identified needs
Conduct 1 workshop at national level with SGBV Taskforce members and conducted 1 workshop with each of the 5 SGBV Field Working Group members to roll out the toolkit
Deliverables
Mapping matrix of sector M&E needs vs existing tools
Development of any new tools through consultation with the sector
SGBV M&E toolkit to meet 2016 framework requirements
5 workshops facilitated to roll out the tookit
Requirements:
Bachelor of Arts or Science in Social Science, Economics, Statistics, Computer Science, or related field
Clear understanding of gender inequality, and issues surrounding violence against women and girls
1-2 years of experience developing and maintaining M&E systems and tools
Demonstrated experience and capacity in conducting field-level data collection and some experience in data analysis
Strong computer literacy, including proficiency in Microsoft Office 2007 and Microsoft Access.
Demonstrated experience working with ICT tools to collect and analyze data
Previous experience in mentoring and coaching team members
Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
Excellent interpersonal and problem-solving skills, creativity and flexibility
INGO experience preferred
Knowledge of GBV IMS an asset;
Experience of working with ODK/Kobo Toolkit, RapidSMS, GIS, etc preferred
Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
Fluency in English and Arabic required
