The M&E Manager will provide oversight on monitoring and evaluation for a cash consortium program, and will lead the design and roll-out the program M&E framework and tools, in line with reporting requirements. The M&E Manager is an IRC staff member but will work closely with all consortium members and the Chief of Party to provide technical guidance on M&E and provide progress updates. S/he will help liaise interagency actors in coordination with the Chief of Party and ERD Coordinator to ensure technical input is provided into interagency tool development and coordination efforts.
The main objective of this position is: Ensure that data on program beneficiaries, processes, progress and performance are effectively collected, entered, analyzed and documented for the Lebanon Cash Consortium, in a way to inform timely decision making and the adoption of sound corrective measures, and to ensure coordination of all processes across an NGO consortium and interagency process.
Major Responsibilities:
Help develop the program M&E framework and related tools in consultation with the consortium technical and steering committees, other consortium M&E technical staff, the Chief of Party and the ERD Coordinator and revise it periodically as required and based on lessons learned. Tools are developed for all LCC programs and for dissemination to interagency actors to ensure harmonization of nationwide approaches;
Participate in consortium technical committee meetings and other interagency and consortium meetings as appropriate, ensuring coordination and communication on tools, processes and troubleshooting. Present M&E updates and overviews as requested by Chief of Party. Coordinate the informal MEAL committee for the LCC, bringing together LCC M&E staff to provide technical recommendations and input into the development of M&E processes and tools in a participatory structure;
Provide direct technical support and oversight to evaluations of the consortium’s programs, and assist in developing and drafting learning documents and frameworks on cash assistance and the work of the LCC. Oversee the work of any related consultants for assessment, analysis or evaluation;
Help develop baseline and end-line assessment tools for each of the program interventions, including data collection instruments (e.g. survey questionnaires, focus group discussions, key informant interviews), analysis plans and data entry spreadsheet. Coordinate harmonization of other process for the LCC, such as beneficiary complaints mechanisms and related analysis. Tools shall track how beneficiaries engage with the LCC and assistance provided, the effect of cash assistance on beneficiaries, value for money and other effects;
Provide guidance and technical support as needed to each agency on M&E approaches and data collection at the field level, by making sure that data collection teams are organized and resourced as needed, and that they deliver as per action plans and according to high quality standards;
Analyze assessment data, based on the analysis plan and produce reports, statistics and charts and ensure the results feed meaningfully into program design and implementation plans;
Coordinate with lead agency Save the Children on development and monitoring of information management solutions in order to ensure systems are set up to effectively monitor and analyze program data. Work with information management staff to produce solutions on presenting ongoing program data for use by all consortium members and bodies.

Internal: The Senior M&E Manager will be a good resource for technical consultation and support on issues such as sampling. Other IRC M&E staff can provide support such as translation of surveys, coding, reporting gaps in information flows and on the ground use of M&E tools. The position will also liaise with the Cash Manager, as well as other regionally and HQ based M&E staff.
External: The Manager will work closely with the LCC Chief of Party to ensure coordination of approaches. The position will also engage other the M&E staff of each consortium member, and provide representation on M&E for the LCC as directed by the CoP and ERD Coordinator, including to the Basic Assistance Working Group, UNHCR, donors and others.
Job Requirements:
Certification or specific training in Statistics and/or Data Management highly preferred
Proficiency in the use of statistical methods for socio-economic research
At least 3 years of relevant working experience in the area of M&E
Demonstrated experience in developing assessment tools (e.g. questionnaires, focus group discussions)
Demonstrated experience and knowledge in developing and managing databases
Demonstrated experience and capacity in conducting field-level data collection and data entry using electronic tools such as the Open Data Kit
Demonstrated experience and knowledge in data analysis
Previous experience in drafting reports
Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
Excellent interpersonal and problem-solving skills, creativity and flexibility, ability to coordinate and build consensus.
Personal qualities: works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
Fluency in English and Arabic required, written and oral
PREFERRED:
Masters degree of Arts or Science in Economics, Computer Science, Agriculture, Food Security, or related field
Certification or specific training in Statistics, Information Management and/or Data Management
INGO experience
Experience with programming languages such as Python, Java and SQL
Experience in writing and maintaining database design and documentation and operating manuals and SOPs
Working Environment: The position is based in Beirut, Lebanon. The position is expected to travel to the northern province of Akkar, with the potential for other nationwide travel to other consortium member offices and field sites.
