Monitoring And Evaluation Officer

SCOPE OF WORK: The M&E Officer is part of the IRC team based in Beirut, and will spend approximately 40% of his/her time in the field. He/she reports directly to the Project Manager with frequent travel to Tripoli and throughout Mount Lebanon. He/she is responsible for data collection and analysis with regard to the monitoring and evaluation of project activities, to inform programming and contribute to the drafting of donor and other reporting, as required. The M&E Officer will report to the Project Manager and assist with the implementation of the project’s M&E plan, including design of M&E tools, tracking of M&E data, field-based monitoring and capacity building of field staff. The ideal candidate will have demonstrated experience in monitoring and evaluation, and data collection, preferably with expertise in ICT solutions. Who this position reports to: Project Manager Who this position works with: Field Officer, Data Management Officer   RESPONSIBILITIES: Develop monitoring and evaluation tools to ensure quality tracking of project outputs and outcomes, including tools to assess impact of activities and beneficiary satisfaction, Develop and maintain ICT contractor tracking, follow-up and issue management. Develop and adapt weekly and monthly quantitative and qualitative reporting tools and provide support to Field Officer Conduct regular field visits to different stakeholders for monitoring and follow-up Provide regular updates and analysis of data to Project Manager to assess progress and suggest adaptations of the project Respond to donor queries on metrics reached and other quantitative indicators Oversee the collection, analysis, and utilization of information Other Other duties as assigned by the supervisor to enable and develop IRC programs   Professional Standards All IRC staff is required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.   REQUIREMENTS: Clear understanding of ICT solutions and best practices 1-2 years of experience developing and maintaining M&E systems and tools Demonstrated experience and capacity in conducting field-level data collection and some experience in data analysis Strong computer literacy, including proficiency in Microsoft Office 2007 and Microsoft Access. Demonstrated experience working with ICT tools to collect and analyze data Previous experience in mentoring and coaching team members Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail Excellent interpersonal and problem-solving skills, creativity and flexibility INGO experience preferred Experience of working with ODK/Kobo Toolkit, RapidSMS, GIS, etc preferred Personal qualities: Works well in teams and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well. Fluency in English and Arabic required   WORK ENVIRNOMENT: Travel and other requirements: Staff will be based in Beirut, with 40% travel required between Tripoli 5 and Mount Lebanon areas.
