Monitoring And Evaluation Officer

BACKGROUND:   The International Rescue Committee is an international organization specializing in emergency and humanitarian programming. In response to the influx of Syrian refugees in Lebanon, the IRC started a Women’s Protection and Empowerment (WPE) program in 2012, with program strategies implemented in the North Lebanon Governorate, Akkar and Tripoli 5, and Bekaa Governorate. The M&E Officer will report to the Women’s Protection and Empowerment (WPE) Coordinator and assist with the implementation of the project’s M&E plan, including field-based monitoring and capacity building of field staff. The ideal candidate will have demonstrated experience in monitoring and evaluation and data collection preferably with expertise in women’s rights and Gender Based Violence programming. SCOPE OF WORK: The WPE M&E Officer is part of the WPE team based in Beirut with at least 40% of the time in the field. He/she reports directly to the WPE Coordinator and will support WPE Managers and staff in Bekaa, Tripoli 5 and Akkar. He/she is responsible for the overall data collection, monitoring and evaluation of program activities and analysis of reported data to inform programming. Who this position reports to: WPE Coordinator Who this position works with: WPE Senior Manager, WPE Managers, WPE Senior Officers, WPE Admin & Data Assistants, Adolescent Girls Officers, Caseworkers and Community Mobilizers RESPONSIBILITIES: Develop monitoring and evaluation tools to ensure quality tracking of project output and outcomes, including tools to assess impact of activities and beneficiary satisfaction, in line with GBV guiding principles of safety, confidentiality, respect and non-discrimination Develop and maintain ICT beneficiary tracking tools and beneficiary databases, according to disaggregation of data required by Activity Info and donor agreements, while respecting GBV guiding principles Develop and adapt weekly and monthly quantitative and qualitative reporting tools and provide support to field-based staff in their use Conduct regular field visits to support and build the capacity of field teams in use of M&E tools and ICT tools for monitoring (e.g. tablets) to collect data and analyze findings In collaboration with the WPE Senior Manager and Coordinator, develop M&E plans at the outset of new projects and as part of proposal development Provide regular updates and analysis of data to WPE Coordinators and Managers to assess progress and suggest adaptations of the program Respond to queries by donors and partners on number of beneficiaries reached and other quantitative indicators Act as focal point for Activity Info and other quantitative donor reporting Oversee the collection, analysis, and utilization of Gender Based Violence Information Management System (IMS) Draft and submit reports of each field visits on a timely basis Other Other duties as assigned by the supervisor to enable and develop IRC programs Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies. REQUIREMENTS: Clear understanding of gender inequality, and issues surrounding violence against women and girls; 1-2 years of experience developing and maintaining M&E systems and tools Demonstrated experience and capacity in conducting field-level data collection and some experience in data analysis Strong computer literacy, including proficiency in Microsoft Office 2007 and Microsoft Access. Demonstrated experience working with ICT tools to collect and analyze data Previous experience in mentoring and coaching team members Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail Excellent interpersonal and problem-solving skills, creativity and flexibility INGO experience preferred Knowledge of GBV IMS an asset; Experience of working with ODK/Kobo Toolkit, RapidSMS, GIS, etc preferred Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well. Fluency in English and Arabic required WORK ENVIRNOMENT: Travel and other requirements: Staff will be based in Beirut, with 40% travel required between the WPE program implementation sites.
